The Department of Finance and Administration (DFA) serves as the State of New Mexico¿s central fiscal management agency, responsible for ensuring sound financial practices, transparency, and accountability across state government. DFA provides oversight of budgeting, accounting, procurement, and financial reporting functions in accordance with state statutes and policies. The Administrative Services Division (ASD) supports the agency¿s internal operations and statewide initiatives by managing financial operations, procurement, contracts, and administrative functions. Within ASD, the Procurement Bureau ensures that all purchasing activities comply with the New Mexico Procurement Code, promotes fair and open competition, and provides guidance and oversight to ensure efficient, compliant, and responsible use of public funds. Why does the job exist? This position exists to provide leadership, oversight, and strategic direction for the agency's procurement function to ensure all purchasing activities are conducted in compliance with the New Mexico Procurement Code, applicable statutes, and state policies. The position is responsible for establishing and maintaining strong internal controls, promoting transparency and accountability, and ensuring procurements are completed in a timely, efficient, and legally compliant manner. Additionally, this role supports the agency's mission by overseeing complex and high-value procurements, advising executive leadership on procurement strategy and risk, and ensuring consistent application of procurement best practices across the organization. The position also serves as a key resource for resolving procurement issues, strengthening processes, and safeguarding public resources through effective oversight and compliance. How does it get done? Leads and manages the daily operations of the Procurement Bureau by establishing priorities, assigning work, and ensuring timely and accurate completion of procurement activities. Provides oversight of all procurement methods, including solicitations, evaluations, contract awards, and amendments, to ensure compliance with the New Mexico Procurement Code and applicable policies. Reviews and approves complex, high-value, and sensitive procurements to ensure accuracy, completeness, and adherence to statutory and regulatory requirements. Develops and implements internal procedures and controls to strengthen procurement processes, mitigate risk, and promote consistency across the agency. Advises executive leadership, program managers, and staff on procurement strategy, policy interpretation, and risk management, ensuring informed decision-making. Collaborates with internal and external stakeholders, including state agencies, vendors, and oversight entities, to resolve issues, provide guidance, and maintain effective procurement practices. Monitors procurement activities and performance metrics to identify trends, improve efficiency, and ensure accountability. Provides training, mentorship, and professional development to staff to enhance technical knowledge and ensure high-quality service delivery. Who are the customers? The work is performed for a broad range of internal and external customers. Primary internal customers include DFA executive leadership, division directors, and program staff who rely on procurement services to support daily operations and strategic initiatives. External customers include other state agencies, vendors, contractors, and the public, all of whom depend on fair, transparent, and efficient procurement processes. The position also supports oversight and compliance entities, including the State Purchasing Division, Department of Information Technology, Office of the State Auditor, and legislative stakeholders, by ensuring procurements meet statutory and regulatory requirements. Ideal Candidate The work is performed for a broad range of internal and external customers. Primary internal customers include DFA executive leadership, division directors, and program staff who rely on procurement services to support daily operations and strategic initiatives. External customers include other state agencies, vendors, contractors, and the public, all of whom depend on fair, transparent, and efficient procurement processes. The position also supports oversight and compliance entities, including the State Purchasing Division, Department of Information Technology, Office of the State Auditor, and legislative stakeholders, by ensuring procurements meet statutory and regulatory requirements. Minimum Qualification Bachelor's degree in business administration or a related field and ten (10) years directly related experience in governmental or private purchasing practices and procedures. Any combination of education from an accredited college or university in a related field and/or direct experience as it pertains to the essential duties and responsibilities of this classification totaling fourteen (14) years may substitute for the required education and experience. Employment Requirements State issued ID or Driver's License. Pre-employment criminal background check is required, and employment is conditional pending results. Working Conditions Work is performed primarily in an office setting with extensive use of a personal computer, Visual/Video Display Terminal (VDT), and standard office equipment. The position requires prolonged periods of sitting, frequent communication via phone, email, and virtual meeting platforms, and the ability to review detailed documents and data for extended periods. The work environment is fast-paced and deadline-driven, requiring the ability to manage multiple priorities, respond to urgent requests, and maintain a high level of accuracy and professionalism.
