Job Description:
The Comprehensive Rehabilitation Services (CRS) Purchasing Manager reports to the program manager and performs complex, consultative, technical work, and project management activities to support individuals who have experienced a Traumatic Brain Injury (TBI) or Traumatic Spinal Cord Injury (TSCI). Responsible for the development and implementation of project plans, program policy and procedures per legislative guidelines and state initiates for CRS. Oversight of purchasing of clinical services and promotes the use of Person-Centered Practices, Trauma Informed Care and a wraparound approach leading to successful outcomes for individuals served. Supervise staff and related business activities to foster innovative solutions to ensure business continuity of care. Recommend and implement process improvement for service delivery. Serves as a Subject Matter Expert for TBI and TSCI. Maintains knowledge of the best current practices, therapy strategies, adaptive equipment and assistive technology needed. Locates statewide resources and encourages innovative strategies that support successful and sustainable outcomes, ensuring use of comparable benefits for individuals supported by CRS. Responsible for CRS caseload distribution, waiting list, program, service authorizations, payment and staff performance to ensure compliance with policy and reporting requirements. Participates in CRS program compliance, contract monitoring, and provides technical assistance to internal and external stakeholders on CRS program. Oversee the use of the CRS Data Reporting System, Rehab Works case management system and TxROCS. Works under minimal supervision with considerable latitude for the use of initiative and independent judgment.
Essential Job Functions:
Hire, trains, provides effective and ongoing supervision, guidance, coaching, development, and addresses performance issues to Human Service Specialists. Provides technical assistance to direct reports and related CRS providers regarding purchased services, service authorizations, claims, payment of services, referrals, coordination of benefits and intakes. Manage implementation of the use of person-centered practices, trauma informed care, and a wraparound approach into the service delivery model. (30%) Review, develop, implement, and maintain program policy, procedures, and standards for providers. Prepare guidance documents, materials and reports through data, research, and consultation to recommend and implement effective changes. (15%) Manages outstanding service authorizations, claims management and performance. Participate in quality and compliance activities including contract monitoring. Complete case reviews and propose plans for continuous quality and process improvement for the delivery of services. Maintain knowledge of and make recommendations for the Rehab Works case management system, CRS Data Reporting System and TxROCS. (15%) Assesses service delivery needs to develop, coordinates, implements projects/initiatives for people with brain and spinal cord injuries focused on economic, technology and community factors related to CRS service delivery. Development and implementation of trainings for internal and external stakeholders. Provide technical assistance to contractors and vendors related to service delivery. Develop work plans, schedules, priorities, and standards for achieving established goals. (15%) Analyzes, interprets laws, trends, and new developments to assist with proposed legislation and regulations that may impact the program. Fosters innovative solutions for legislation and clinical service delivery related to best practices for brain injury and spinal cord treatments. (10%) Serves as subject matter expert on traumatic brain and traumatic spinal cord injury and provides advanced consultative and technical assistance to internal and external stakeholders. (10%) Communicates both verbally and in writing with a wide variety of internal and external stakeholders. Represents the section and conducts liaison activities. Prepares briefings, reports, and presentations and maintains a comprehensive, informative website for individuals seeking information on brain injury and other communications for the program. Registrations, Licensure Requirements or Certifications:
Certified Texas Contract Manager (CTCM) or attain Certified Texas Contract Manager (CTCM) within one year of start of employment.
Knowledge Skills and Abilities:
State and Federal programs, federal regulations, and guidelines.

State of Texas contracting and procurement requirements. Rehabilitation and social services programs; assistive technology for individuals with disabilities. Strategic planning, budget management, human resources, and project management. Principles of leadership and how to effectively communicate with various styles.

Applying critical thinking and problem-solving skills to evaluate and analyze program needs. Providing technical assistance to the field regarding assigned program responsibilities. Initial Screening Criteria:
Graduation from an accredited four year college or university with major coursework in a field relevant to the position is generally preferred. Experience and education may be substituted for one another. Minimum of 7 years of experience in billing and claims. Two years of experience related to rehabilitation services and/or health and human services experience. One year experience in developing and implementing policy and procedure Two years experience providing leadership, guidance, and direction to professional staff. Experience in contract management, payment of services and claims.
Preferred Criteria:
Experience in strategic planning, developing, implementing programs and how to structure projects. Experience with oversight and monitoring of a program budget. Certification as a Certified Texas Contract Manager (CTCM) Experience working with people with traumatic brain injury, traumatic spinal cord injury or other disabilities.
