GENERAL DESCRIPTION
Performs complex (journey-level) consultative services and technical assistance work. Works under general supervision, with moderate latitude for the use of initiative and independent judgment. The Procurement Operations Coordinator serves as the operational leader for the Texas Facilities Commissions (TFC) Procurement Division. This role manages daytoday procurement operations, capacity planning, stakeholder coordination, performance management, and continuous improvement for a rapidly expanding procurement portfolio supporting statewide construction and facilities initiatives.
ESSENTIAL DUTIES
The Program Management Specialist III:
Direct and manage the daytoday operations of TFCs procurement function, ensuring timely, compliant, and highquality sourcing activities. Oversee workload allocation, capacity planning, pipeline forecasting, and operational cadence meetings. Serve as the primary operational escalation point of contract for solicitations, evaluations, contract issues, and vendor disputes. Ensure consistent execution of procurement processes from intake through closeout. Enforce compliance with TAC, the SPD Procurement and Contract Management Guide, Texas Government Code Title 10, and internal policies. Ensure accurate and timely: ESBD postings CMBL engagement SB20 contract postings POD, CAT, and QAT coordination VPTS submissions Conduct internal quality checks on procurement files, evaluation documentation, scoring workbooks, and award determinations. Support the Procurement Director in deploying category management practices. Review and approve risk tiers, sourcing methods, evaluation plans, and negotiation strategies. Oversee development of market research, requirements definition, statements of work, and total cost of ownership (TCO) analyses. Ensure timely change order processing, milestone tracking, and documentation updates. Support corrective action plans, vendor scorecards, and vendor performance reviews. Lead operational rollout and adoption of electronic sourcing (eSourcing) and Contract Lifecycle Management (CLM) platforms. Oversee creation, publication, and maintenance of procurement KPIs and dashboards. Use data and analytics to identify operational bottlenecks, cycletime drivers, compliance gaps, and opportunities for continuous improvement. Manage
CTCD/CTCM
training requirements, professional development pathways, and onboarding for all procurement staff. Lead crossfunctional training for program areas on procurement planning, intake, evaluation protocols, and vendor communication rules. Maintain strong partnerships with internal stakeholders and serve as a customercentric liaison for program divisions.
MINIMUM QUALIFICATIONS
Graduation from an accredited four-year college or university with major coursework in business, public administration, supply chain, finance, engineering, or a relevant field. Five (5) years of progressively responsible public procurement or contracting experience, including supervision or team leadership. Certified Texas Contract Developer (CTCD) o If not already obtained, CTCD certification is required within nine (9) months of employment. Certified Texas Contract Manager (CTCM) o If not already obtained, CTCM certification is required within twelve (12) months of employment. Valid State of Texas Class C Drivers License Experience and education may be substituted for one another Ability to maintain the security or integrity of the infrastructure of the State of Texas.
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of negotiation strategies and techniques. Knowledge of local, state, and federal laws pertaining to procurement or related areas. Working knowledge of
TAC, SPD
Procurement and Contract Management Guide v4.0, Texas Government Code Title 10, and construction procurement requirements (Ch. 2269). Skill in developing contracts for large-scope and high-dollar contracts. Knowledge in developing and conducting solicitations for professional services and construction contractors, construction managers-at-risk, and design build services. Ability to exercise sound judgement in making critical decisions, analyze complex information and develop plans, and interpret complex data. Ability to gather, assemble, correlate, and analyze facts Ability to communicate effectively, both orally and in writing.
WORK SCHEDULE
In-Office:
8:00 am to 5:00 pm, Monday - Friday. Must be able to work flexible hours including nights, weekends, holidays, or as needed.
PHYSICAL REQUIREMENTS AND/OR WORKING CONDITIONS
This classification functions in a standard office environment. There are no unusual dangers involved, but the position will have exposure to dust, environmental allergens, pathogens, and other microorganisms consistent with business activities and human contact. The position holder must be able to work effectively with people under varying conditions, must be able to work extended periods at a computer, and must be able to work longer than eight hours in a work-day as necessary. Physical requirements also include the ability to move items up to 30 lbs. and perform tasks requiring fine motor skills and coordination.
