Performs complex (journey-level) procurement, inventory control, logistical support, and program coordination functions for the Hidalgo County Sheriff's Office. Responsible for the acquisition, distribution, accountability, and lifecycle management of uniforms, equipment, supplies, and contractual services in compliance with County purchasing policies and applicable state and federal regulations. Serves as a liaison between the Sheriff's Office divisions, the Hidalgo County Purchasing Department, and vendors. Exercises independent judgment in analyzing requisitions, coordinating procurement activities, maintaining inventory integrity, and overseeing operational support programs related to agency equipment and supplies. Supervises Quartermaster personnel and supports operational readiness of agency resources. Attaching other documents will delay the processing of your application. Reviews and processes departmental requisitions for accuracy, compliance, and appropriate procurement method. Coordinates with the Purchasing Department on bids, proposals, and quotations (RFB/RFP/RFQ). Develops specifications and evaluates vendor quotes based on cost, quality, and delivery. Maintains vendor relationships and resolves discrepancies in orders, deliveries, or invoicing. Supervises ordering, receiving, inventorying, and distribution of supplies and equipment. Ensures accountability of inventory through tracking, audits, and record maintenance. Maintains auditable procurement and inventory records; prepares reports as required. Oversees storage and disposal of surplus or obsolete property in accordance with policy. Supervises, trains, and evaluates assigned personnel within the Quartermaster Unit. Assists with contract monitoring, compliance, and renewal processes. Coordinates with divisions to forecast supply and equipment needs. Coordinates and monitors operational support programs related to agency equipment, uniforms, supplies, and inventory management. Assists in developing procedures and operational guidelines for Quartermaster and procurement functions. Monitors expenditures, equipment replacement schedules, inventory usage trends, and supply needs to assist with budget planning and operational efficiency. Prepares statistical, operational, and compliance-related reports for command staff review. Evaluates operational workflows and recommends improvements to inventory, procurement, and logistical processes. Coordinates special projects and logistical initiatives as assigned. Ensures compliance with County policies, audit requirements, and Texas procurement laws. Performs other duties as assigned. High school diploma or GED. Four (4) years of experience in procurement, inventory management, logistics, program coordination, or related field; governmental experience preferred. An equivalent combination of education and experience may be considered.
Certificates, Licenses and Registration:
Must have a current valid Texas motor vehicle operator's license. Must be able to be insured by the County's insurance carrier. Knowledge of government procurement processes and inventory control systems. Knowledge of County purchasing policies and applicable state regulations. Ability to analyze requisitions, bids, vendor proposals, and operational processes. Ability to supervise personnel and manage multiple priorities. Strong organizational, communication, and recordkeeping skills. Ability to prepare reports, monitor operational programs, and evaluate workflow efficiency. Ability to exercise sound judgment, confidentiality, and attention to detail.
