SUMMARY OF DUTIES
Serves as the Program Manager of the installion Personal and Professional Readiness Branch/Program; Marine and Family Programs, Marine Corps Community Services th includes oversight and management of: operion of facilities; programming and reled services; supervision of financial, personnel and property resources; planning, implemention of services and execution of associed initiives. Independently oversees day-to-day operion of the program th encompasses: mission, function, operion, activity, laws, rules and regulions authorized and funded by the agency. Monitors project activities to mitige risks and maximize resources th can have affects on operions and groups of people. Uses expertise in educion and personal and professional development support services to provide oversight of and monitor: transition support services, educional programming, and transition support resources.Provides guidance on:
transition assistance support and training, lifelong learning programming and services, libraries, personal financial management training and counseling, Montgomery GI Bill (MGIB) program and resources, relocion assistance, family member educion and assistance, informion and referral services and training Marine Corps Family Team Building, and Volunteer Management Program goals. Management Serves as the Program Manager to independently oversee day-to-day operion of the ongoing Personal and Professional Development program the installion. Determines approprie products or services for customers and defines program scope, requirements and deliverables. Develops, modifies or provides input to project plans. Implements program plans to meet objectives. Coordines and integres project activities. Manages or leads management of project resources. Implements or maintains quality assurance processes. Solves problems, takes prompt corrective action when problems arise and makes improvements to programs. Conducts presentions or briefings on all aspects of the Personal and Professional Development program as required. Participes in phased, milestone and final program reviews. Develops and implements program marketing plans. Assesses program operions. Monitors progress toward organizional goals. Evalues and makes adjustments to improve the program. Identifies problems, determines accuracy and relevance of informion and uses sound judgment to genere and evalue alternives. Stays abreast of current methods, metrics, tools and techniques reled to the specialty area or program to implement up to de best practices. Organizes work, sets priorities and determines resources requirements. Determines short and long term goals and stregies to achieve priorities. Coordines with other programs or work areas to accomplish goals. Monitors progress and evalues outcomes of operions, activities and events. Develops minimum standards to govern the local program, policy, procedures and resources.Directly addresses mters involving:
difficult technical problems, applicion of new or questionable techniques and methods, and decisions th require further clarificion with the higher level supervisor. Explains regulory requirements relevant to problem situions. Reviews proposed changes to program plans and project proposals to ensure stutory and regulory requirements are met and changes do not include provisions contrary to policy and local practices. Identifies provisions not consistent with requirements and recommends action to correct inadequacies. Maintains extensive contact with Program Managers from other commands and other work areas in the organizion to collabore on sharing resources and achieving goals. All duties are carried out under supervision of the Camp Pendleton Personal and Professional Branch Head and in coordinion with the Camp Pendleton Family Readiness Branch Head. May maintain contact with managers from reled agencies in the local community to: resolve problems, negotie agreements, advise on and render technical assistance in: utilizing facilities and staff, redirecting programs to provide efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems. Bachelor¿s degree in personal and professional development, educion or a reled field approprie to the work of the position and three years of experience in the occupion, or a reled field or work area, OR an approprie combinion of educion and experience th demonstres possession of knowledge and skill equivalent to th gained in the above, OR approprie experience th demonstres th the applicant has acquired the knowledge, skills, and abilities equivalent to th gained in the above. Experience th demonstres skill to serve as a Program Manager to independently oversee day-to-day operion of a personal and professional development program th encompasses: mission, function, operion, activity, laws, rules and regulions authorized and funded by the agency; review and approval or disapproval of program plans and merials; analysis of proposals or provisions in terms of impact on program resource requirements; implemention of opering procedures and standards to incorpore provisions th affect opering activities and requirements and review of the administrion and operion of the program. Skill to supervise employees in the accomplishment of work. Expertise in transition assistance support and training, lifelong learning programming and services, libraries, personal financial management training and counseling, Montgomery GI Bill (MGIB) program and resources, relocion assistance, family member educion and assistance and informion and referral services. Must be able to accommode a flexible work schedule to include weekend and nighttime family briefs/programs. Must be able to travel to support PPR functions.
