Full Job Description AGENCY:
The Coalition of Homeless Services Providers (CHSP) is a private non-profit organization formed in 1994. The agency's mission is to eliminate and prevent homelessness in Monterey and San Benito Counties by promoting interagency coordination to develop, sustain, and enhance a comprehensive system of housing and support services designed to maximize the self-sufficiency of individuals and families. CHSP comprises eleven voting Member Agencies (the Board of Directors), three non-voting Associate Members, and seven non-voting Community Advisors. In addition, the Coalition serves as the Lead Agency for the Homeless Management Information Systems Program within the local Continuum of Care.

HOURS:
Non-Exempt Status; Full-time, 8:30 a.m. - 5:00 p.m.; may include some nights and weekends.

HMIS System Administrator
GENERAL DESCRIPTION
The HMIS Program Coordinator is responsible for providing end-user support to all agencies and stakeholders utilizing the Community Services HMIS app. Duties include troubleshooting and effectively communicating and coordinating with the vendors to provide user support. Additional responsibilities include validating data, providing training to agencies and stakeholders on effectively and optimally utilizing HMIS, and assisting with the CARS team as needed.
DUTIES AND RESPONSIBILITIES
Assist the HMIS System Administrator in the oversight and execution of HMIS in alignment with local, state, and federal requirements. Provide ongoing training and onboarding for HMIS end-users. Update and maintain user manuals, quick guides, and other training materials. Offer responsive technical assistance via phone, email, and in-person support as needed. Manage and monitor HMIS user accounts and permissions; oversee data entry practices to ensure accuracy and compliance. Serve as the point of contact for agencies regarding HMIS technical support and data quality. Monitor and promote adherence to HUD's Data and Technical Standards among all users. Research and stay informed on updates to federal HMIS regulations, guidance, and best practices. Report CAP contract deliverables. Support the planning, coordination, and data quality review processes related to the Housing Inventory Count (HIC), Point-in-Time (PIT) Count, and the Annual Homeless Assessment Report (AHAR). Identify end-user challenges and develop workflow solutions to improve efficiency and data quality. Communicate HMIS policies and procedures to agencies and assist in monitoring compliance. Provide administrative support for the HMIS Oversight Committee. Special research, analysis, and project work as assigned. Perform other related duties as assigned by the HMIS System Administrator.
PROFESSIONAL QUALIFICATIONS
Education:
Minimum of Associates Degree or related certification two years in a corresponding position.
Experience:
Proficiency with the Homeless Management Information System (HMIS) or a similar data system, including advanced reporting and data analysis. Skilled in Microsoft Office Suite (Word, Excel, Outlook, PowerPoint). Experience supporting and implementing secure, scalable, web-based applications. Proven ability to train both individuals and groups, with strong written and verbal communication skills tailored to varying levels of technical expertise. Demonstrated experience working with community-based organizations and service providers. Strong technical writing and documentation skills; able to communicate effectively across all levels of staff and stakeholders.

Requirements:
Physical/sensory ability to: drive an automobile; see well enough to read data/text in publications and on a computer screen; hear everyday conversations and answer the telephone; verbal, finger and body coordination sufficient to fulfill requirements of the position; stand/sit for extended periods, and the ability to lift 25 pounds. 18 years of age or older. Valid California driver's license with a good driving record and a minimum of two years of non-provisional driving experience. Automobile in safe operating condition with liability insurance minimum that meets minimum CA State requirements. Proof of authorization to work in the United States as required by the Immigration and Reform Act of 1986.

$28.00 - $33.00 per hour
