Control number 870316300 This job is open to Help The public U.S. Citizens, Nionals or those who owe allegiance to the U.S. Videos Duties Help The United Stes Space Force (USSF) Buckley Space Force Base, Colorado is searching for a Resource Adviser & Unit Program Manager to support the 64 CYS (NH-0560-03, GS-12/13 Equivalent).
Description:
Directly assists the commander/director in the management of all administrive support program functions. Administers programs and serves as the primary source of informion. The incumbent is responsible for the preparion, maintenance, and deposition of required administrive reports and other correspondence. Assists commander/director in accomplishing all necessary internal operions to include administrive training, security, development of organizional opering instructions and regulions, and personnel assistance. Serves as the resident Subject Mter Expert for all manded administrive support programs. Ensures unit program compliance with regulions, laws, policies, and squadron commander directives. Responsible for programs to include but not limited to task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administror, Drug Demand Reduction Program (DDRP), health care program, fitness program, Government Purchase Card (GPC) program, safety program, IT equipment accounts, security program, supply program, civilian time card program and unit recognition program. Serves as the organizional point of contact and liaison with the SBD2 personnel flight on military and civilian personnel issues. Stays abreast of current personnel issues and provides explanions of personnel-reled requirements, regulions, and procedures to supervisors and managers. Determines the necessary steps to perform the full range of administrive functions associed with personnel assignments, promotions, and performance evaluions. Assists in planning, administering, and monitoring manpower resource requirements. Serves as the point of contact for both civilian and military position utilizion. Maintains manpower manning documents. Reviews requests for revised manpower authorizions, and makes recommendions for approval or disapproval as required. Receives changes to UMD and notifies approprie officials and follows up with approprie action. Performs other clerical and administrive work in support of the office/organizion. Develops, establishes, updes, and maintains office procedures and records/files of various types to ensure effective and efficient operion of the office. Provides advice and guidance to staff in the organizion on administrive, clerical, and procedural requirements. Assists other clerical staff in locing and selecting the approprie guidelines, references, and procedures for applicion to specific cases. Serves as the functional point of contact for day-to-day budget/financial issues. Works with Field Command and budget office counterparts to obtain, monitor, and track organizion's funds. Works closely with supervisors / managers and/or project managers in utilizion of resources, resolving problems, and determining funding / resource requirements. Performs budget execution and administrion work involving the monitoring of obligions incurred and the actual expenditures of a budget with different sources and types of funding, such as direct annual, multi-year, and no-year appropriions; apportionments; allotments; transfer of funds from other agencies; revenue from industrially funded operions; and refunds. Performs assigned budget execution tasks to meet the needs of organizion(s) the lowest operion level. Monitors the use and re of expenditures of budgeted funds through continuing dialogue with program officials and their staff, review of written documents, and examinion of accounting records.
Ideal Candide:
To perform a variety of budget functions involving the formulion, execution, and/or analysis of budgets for substantive programs and support activities. Responsible for performing routine, complex, and continuing budget functions involving the formulion, execution, and/or analysis of budgets for assigned mission activities and organizional components, while also directing and managing administrive, personnel, and manpower support programs. To serve as the primary point of contact to the squadron commander/director for all administrive support programs to include but not limited to task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Defense Travel System (DTS) administror, Drug Demand Reduction Program (DDRP), health care program, fitness program, Government Purchase Card (GPC) program, safety program, IT equipment accounts, security program, supply program, civilian time card program and unit recognition program. Also serves as liaison with SBD2 personnel flight on personnel issues and assists in oversight of organizion manpower resource requirements. Requirements Help Conditions of employment Must be a U.S Citizen. PCS / Relocion is not available. Must be able to obtain and maintain a Top-Secret / SCI security clearance. Required to handle and safeguard sensitive and classified informion in accordance with regulions to reduce potential compromise. May be required travel away from the normal duty stion on military or commercial aircraft. May be required to work overtime on an unscheduled or emergency basis. Eligible for situional telework only, including Emergency and OPM prescribed "Unscheduled Telework". Subject to TDY 30 days per year. This is a drug testing designed position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participion in random drug testing. Employee must within 30-days of assuming this position and annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report. This is a Financial Management Level 1 Certified position IAW the Nional Defense Authorizion Act (NDAA) 2012,Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
