II GENERAL SUMMARY

The Youth Programs Manager is responsible for planning, coordinating, implementing, supervising, and evaluating youth development programs that support the academic, social, emotional, and personal growth of youth participants. This position oversees daily operations of youth services, including the Youth Leadership Program (YLP), Oak Grove Middle School (OGMS) Food Distribution and Support Groups, HOC Monthly Food Distribution, and Summer Camp. The Youth Coordinator supervises Youth Specialists, coordinates volunteers, builds relationships with youth, families, schools, and community partners, and ensures programs meet organizational goals, funding requirements, and best practices in youth development. This is a full-time (40 hours per week) exempt position. Occasional evenings, weekends, and special events are required.

PRIMARY DUTIES AND RESPONSIBILITIES

Program Coordination & Oversight Plan, coordinate, implement, and evaluate youth programs and family support initiatives, including: o Youth Services o Youth Leadership Program (YLP) o Oak Grove Middle School (OGMS) Food Distribution and Support Groups o HOC Monthly Food Distribution o HOC Summer Camp Develop and oversee educational, leadership, life skills, cultural, and enrichment activities for youth participants. Coordinate curriculum, program schedules, field trips, and special events. Monitor program effectiveness and recommend improvements based on participant needs and outcomes. Ensure programs comply with organizational policies, funding requirements, and best practices. Staff Supervision & Development Supervise, coach, and support Youth Specialist I and Youth Specialist II staff. Conduct regular supervision meetings, assist with onboarding and training, and conduct performance evaluations. Ensure staff follow agency policies, procedures, safety standards, and program expectations. Support staff in youth engagement, behavior management, and effective program delivery. Budget & Resource Management Monitor assigned program budgets to ensure responsible use of funds and prevent overexpenditures. Review program expenses, purchase requests, and supply needs. Assist with grant documentation, reporting requirements, and resource coordination. Communicate budget concerns and program needs to the Director of Community Impact and Development. Youth & Family Engagement Foster a safe, welcoming, and inclusive environment for youth and families. Build positive relationships with youth, parents, and caregivers. Provide information, referrals, and support services as needed. Promote leadership, life skills, academic success, and positive youth development. Maintain confidentiality and professional boundaries. Community Partnerships & Outreach Build and maintain collaborative relationships with schools, community organizations, volunteers, and service providers. Collaborate with partners, including Pinellas County Schools and other community agencies, to strengthen youth programming. Represent the organization at community meetings, events, and outreach activities as assigned. Support outreach and recruitment efforts to increase program participation. Volunteer Coordination Recruit, coordinate, train, and support volunteers for youth programs and community initiatives. Schedule volunteers, communicate expectations, and provide guidance during program activities. Maintain volunteer documentation and participation records. Recognize volunteer contributions and promote a positive volunteer experience. Program Administration & Compliance Collect and enter program data to support reporting and program evaluation. Assist with grant reporting and outcome tracking. Ensure compliance with organizational policies, safety procedures, and funding requirements. Events & Special Projects Coordinate youth events, workshops, field trips, summer activities, and community initiatives. Assist with event logistics, staffing assignments, transportation, supplies, and program implementation. Support organizational events, including fundraising and community outreach activities.

Secondary Duties and Responsibilities:

Drive the agency van to transport participants if needed. Provide support and assistance to other HOC staff as requested by the CEO or Director. Recruit, train, and supervise volunteers as needed. Support organizational events including the yearly fundraiser. Knowledge, Skills & Abilities Knowledge of positive youth development principles and best practices. Strong leadership, communication, organization, and problem-solving skills. Ability to supervise staff, coordinate multiple programs, and manage competing priorities. Ability to build positive relationships with youth, families, volunteers, staff, and community partners. Ability to maintain accurate records, prepare reports, and meet deadlines. Ability to communicate effectively in both English and Spanish (written and verbal). Demonstrated cultural competency and ability to work respectfully with diverse populations.

Job Qualifications:

Bachelor's degree in education, Psychology, Social Work, Human Development, Youth Development, Human Services, or a related field preferred. Minimum of one (1) year of experience working with youth programs, after-school programs, or community-based services. At least one (1) year of experience in a lead, supervisory, or program coordination role preferred. Experience working with communities and culturally diverse populations preferred. Experience working with schools, families, volunteers, and community partners preferred. Maintain accurate participant records, attendance, reports, and required documentation. Additional Requirements Valid Florida driver's license with a clean driving record, proof of insurance, and the ability to be insured under the agency's automobile insurance policy. Ability to successfully complete Level II Background Screening. Ability to safely operate agency vehicles and transport youth participants. Ability to work occasionally evenings, weekends, and special events as needed.
