Summary:
The Senior Program Manager‑ (SPM) leads Hispanic Unity of Florida's Unity 4Teens (U4T) Youth FORCE program, overseeing high quality afterschool‑ and summer services delivered across multiple school sites in Broward County. The role provides hands on leadership to ensure strong program implementation, instructional quality, youth engagement, and meaningful outcomes for participating students. The SPM supervises a large, multi‑site team and works closely with site staff, school administrators, families, and community partners to support enrollment, attendance, enrichment activities,‑and consistent delivery‑ of required program components. Through regular site presence, coaching, and data informed decision making, the SPM drives continuous improvement and ensures students receive the intended program experience. 1.Operations & Program Implementation
  • Leads implementation of afterschool and summer programming across multiple school sites in alignment with contract requirements and program goals.
  • Collaborates with program staff to plan schedules, activities, and services that maximize student participation and instructional/enrichment time.
  • Supports program registration and attendance processes to ensure students are actively engaged and services are accurately documented.
  • Coordinates implementation of the 2Gen Approach within the Youth FORCE program, ensuring alignment between youth services and family engagement activities.
  • Assists in the planning and review of program proposals and service enhancements aligned with Youth FORCE goals.
  • Performs other duties as requested in support of program services and student success. 2.Staff Leadership & Capacity Building
  • Provides hands-on coaching, mentoring, and professional development to site-based staff to strengthen facilitation skills, lesson planning, youth engagement, and family communication.
  • Communicates program expectations and supports staff through regular feedback, guidance, and collaborative problem-solving.
  • Supports staff recruitment, onboarding, and training efforts as needed to ensure readiness to deliver high- quality programming.
  • Works collaboratively with internal teams to ensure staff roles align with program needs and service delivery expectations.
  • Leads site teams with a strong commitment to HUF's mission and values, modeling youth-centered practices and fostering meaningful connections with families and the broader community to support student success.
  • Leadership and Communication - one on one weekly meetings are a must with documented follow up and next steps. 3.School, Family & Community Engagement
  • Serves as a primary liaison with school administrators, teachers, and school-based staff to align Youth FORCE programming with school priorities and student needs.
  • Maintains regular communication with parents and caregivers to support student attendance, engagement, and family participation in program activities.
  • Plans and supports family engagement activities, meetings, and events that reinforce student learning and strengthen home-school connections.
  • Develops partnerships with community-based organizations and internal departments to enhance enrichment opportunities and support program goals. 4.Program Outcomes & Service Targets
  • 100% Timely Outcomes & Compliance Ensures all contracted outcomes, units of service, compliance documentation, and required reports are completed and submitted on time and within grant periods, with corrective action plans implemented promptly when targets are not met.
  • Service Delivery & Program Performance Maintains enrollment, attendance, retention, and completion rates sufficient to meet contracted service targets across all six sites serving approximately 425 youth daily.
  • Quality of Program & Case Management Ensures high-quality, compliant case notes and service documentation for all participants, reflecting appropriate services, family engagement, and alignment with program goals and funder requirements.
  • Site Supervision & Operational Oversight Provides consistent supervision and monitoring of all program sites, ensuring staffing coverage, adherence to operational standards, and timely resolution of program or performance issues. Weekly visits are a must.
  • BASCC Safety & Licensing Compliance Maintains 100% compliance with all 45 BASCC safety checklist requirements across all sites, with no unresolved safety findings and full adherence to supervision standards.
  • Continuous Improvement & Accountability Uses performance data, monitoring results, and site observations to drive ongoing program improvements and ensure sustained quality, compliance, and youth engagement. 5.Financial Oversight & Budget Management
  • Develops an annual budget with projections and an operating plan to support the program and ensure it operates within the approved budget.
  • Minimum of 50% of contracted units achieved by the midpoint of the agreement period and/or as aligned with timeline of scope/goals.
  • Minimum of 70% of contracted units achieved by the third quarter of the agreement period and/or as aligned within the timeline of scope/goals.
  • Submits a Final Compliance Report or Action Plan no later than 60 days before the grant period ends, outlining strategies to meet or exceed unit targets. When goals are under target, PM will lead/implement redirection and report via Data/Research reporting timelines.
  • Reviews and approves invoices generated and submitted to funders according to established guidelines.
Qualifications:
Bachelor's degree in education, social work, youth development, or a related field required. A minimum of 5-7 years of experience leading youth programs or multi-site out-of-school-time services is recommended. Ideal candidates demonstrate strong experience working directly with schools, families, and youth, with the ability to support staff in delivering engaging, high-quality services.   • Bilingual:
    English and Spanish preferred.

    Collaborate effectively with staff and partners to achieve shared program goals.
  • Organize & Plan:
    Set priorities, manage multiple site needs, track activities and outcomes, and adjust strategies to support program success.
  • Data-Informed Practice:
    Use attendance and outcome data to strengthen program delivery and student engagement.
  • Computer Literacy:
    Microsoft Outlook, Word, databases, spreadsheets, email, and internet.
Transportation:
Valid Driver's License, insurance, and reliable transportation required.
Working Environment:
  • In person, in an office for the individual to perform the duties in a confidential setting.
Physical Requirements:
  • Prolonged periods of sitting at a desk and working on a computer.
  • Must be able to lift up to 15 pounds at times.
