(CRC) is a nonprofit social service organization serving underserved and vulnerable populations in Miami-Dade and Broward Counties. CRC delivers integrated services across behavioral health, HIV prevention and treatment, housing stability, and workforce development. The Chief Program officer is a senior leadership position responsible for the strategic oversight, operational management, and performance accountability of CRC's multi-program portfolio. This role ensures that programs are delivered with excellence, comply with all funder and regulatory requirements, and achieve measurable outcomes aligned with CRC's mission and strategic plan. The ideal candidate is a results-driven, collaborative leader with demonstrated experience managing complex, grant-funded programs, supervising multidisciplinary teams, and driving continuous quality improvement in community-based human services. Programs Oversight
- Substance Abuse & Mental Health Services (SAMHSA-funded and related programs)
- HIV Prevention & Care Programs (PrEP, Ryan White, Hepatitis integration)
- Vocational Rehabilitation Program
- Ticket to Work Program
- HOPWA Housing Program
- Integrated Behavioral Health and Social Support Initiatives Key Responsibilities Strategic Leadership & Program Oversight
- Provide leadership for CRC's program portfolio, ensuring alignment with organizational mission, values, and strategic priorities.
- Translate the CEO's vision into actionable program strategies, work plans, and performance targets.
- Lead the design and implementation of evidence-based and trauma-informed service delivery models. Program Performance & Impact
- Establish, monitor, and refine Key Performance Indicators (KPIs) across all programs.
- Oversee data collection, analysis, and reporting to support outcome measurement and executive decision-making.
- Lead program audits, internal reviews, and corrective action planning to address performance gaps. Staff Supervision & Leadership Development
- Supervise Program Managers, Coordinators, and program staff as applicable.
- Provide coaching, mentoring, and performance management to support staff development and accountability.
- Promote a high-performance, mission-driven culture grounded in equity, compassion, and results. Compliance, Budgeting & Grant Management
- Ensure full compliance with federal, state, county, and private funder requirements (e.g., SAMHSA, Ryan White, workforce funding).
- Collaborate with the Finance team to develop, manage, and monitor program budgets.
- Support grant implementation, reporting, renewals, audits, and site monitoring visits. Cross-Functional Collaboration & External Partnerships
- Work closely with HR, Finance, Development, and Operations teams to ensure organizational alignment.
- Represent CRC with funders, community partners, and collaborative initiatives.
- Participate in organizational planning efforts and special projects as assigned by the CEO. Required Qualifications
- Master's degree in Public Health, Social Work, Psychology, Public Administration, or a related field required.
- Preferred licensure: LMHC, LCSW, or equivalent clinical credential (active or eligible).
- Minimum 7 - 10 years of progressively responsible experience in nonprofit or public-sector program management.
- Proven experience overseeing multi-service, grant-funded programs with measurable outcomes.
- Experience managing public funding sources such as Ryan White, HOPWA, SAMHSA, and workforce development programs. Key Competencies & Skills Leadership & Strategy

- Demonstrated understanding of social determinants of health and health equity.
- Experience developing and managing culturally responsive programs for marginalized populations. Technical & Operational Proficiency
- Proficiency in Microsoft Office and program reporting tools; experience with EHRs and case management systems preferred.
- Comfortable working with dashboards, outcome reports, and compliance documentation. Work Environment & Conditions
- Regular travel to program locations in Miami-Dade and Broward Counties.
- Occasional evening or weekend hours required for program operations, community events, or leadership meetings.
