Job Description
JOIN OUR TEAM AS A FLOODPLAIN SPECIALIST
This is specialized professional and technical work assisting in the development and implementation of the County's Land Development Code, Code of Ordinances and National Flood Insurance Program regulations and Community Rating System records and programs. Essential Job Functions Under the supervision of the Floodplain Administrator/Floodplain Manager/Engineer, the position performs work of moderate difficulty, gathering, analyzing and interpreting nation Floodplain Insurance Program (NFIP) requirements; ensuring compliance with NFIP requirements, proactive participation in the Community Rating System (CRS) Program; compliance with the county floodplain management, and assisting in the development and implementation of other floodplain management related programs. Assists with the clerical, technical and customer service work concerning the review of permit applications for development within Pasco County. Provides a professional and courteous response via telephone, in person, in writing and on-line.Assists with clerical, technical and customer service work concerning the review of permit applications for development within Pasco County. The Floodplain Specialist, along with the Floodplain Coordinator will aid FEMA and State Flood Manager representatives during Community Assistance Visits (CAV), Community Rating System (CRS) Program reviews, and floodplain management program activities. Reviews and recommends updates to the Land Development Code & Code of Ordinances. Provides

education and advice to Building Construction Services Staff. Makes substantial improvement and substantial damage calculations and disseminates corrective options to applicant. The incumbent works closely with the County Attorney's office in demolitions and building violations, this includes providing expert testimony in appeal hearings, preparing official statements and providing supporting documentation. he incumbent directs program specific activities and assignments, coordinates with other county departments, and interacts the public and other organizations. Knowledge, Skills and Abilities Knowledge of FEMA regulations, Technical Bulletins andASCE 24-14.
Knowledge of the National Flood Insurance Program and the Community Rating System. Ability to review and approve elevation certificates and disseminate corrective instruction to applicant. Knowledge of applicable Florida Statutes and local resolutions and ordinances relating to floodplain permit requirements. Ability to communicate effectively, orally and in writing with a variety of audiences. Ability to enforce and interpret the Floodplain Management Program with firmness, tact and impartiality. Ability to utilize various computer software programs such as Word, Excel, GIS (Arc View, etc.), and particularly those related to the NFIP permit requirements. Ability to plan, supervise and evaluate the work and activities of professional and support personnel.. Establish and maintain effective working relationships with county, state and federal officials, contractors, staff, volunteers and the general public. Ability to work independently on complex tasks and deal with non-routine matters. Minimum RequirementsPHYSICAL SKILLS
Ability to communicate effectively using verbal, written and visual communication.EDUCATION, TRAINING AND EXPERIENCE
Graduation from an accredited college or university with a Bachelor's Degree in Urban or Regional Planning, Engineering, Emergency Management, Public Policy or closely related field and three (3) years of experience in Floodplain Management OR possession of an Associate degree or equivalent and five (5) years of experience in Floodplain Management OR graduation from high school or possession of an acceptable equivalency diploma and seven (7) years of experience.LICENSES, CERTIFICATIONS OR REGISTRATIONS
Must possess a valid Florida Driver's License. Must possess a Certified Floodplain Manager (CFM) Certificated OR have the ability to obtain certificate within six (6) months from date of hire. Must possess certificates of attendance from FEMA Emergency Management InstituteE0273 & E0284. ADA STATEMENT
