The Program Manager organizes all aspects of assigned programs, and is responsible for the personnel and their performance, cost control, quality control, and overall ensuring contract performance compliance. They formulate, plan, organize and execute contract related activities that meet the goals and objectives of the Program. For Business Development (BD) activities, win new contracts that align with the organization's strategic objectives and growth targets. Lead the pursuit of new business opportunities within the federal contracting space by identifying, qualifying, and capturing new contracts and projects by developing and executing effective capture strategies. Work closely with internal stakeholders, including business development, operations, and proposal teams, to position the organization for success in competitive bidding processes.Supervisory Responsibilities:
Directs, mentors and evaluates Project Leads. Direct actions of assigned proposal volume teams.Duties/Responsibilities:
Program Management (60% of Time)- Serves as the primary customer point of contact for execution of assigned customer contract(s) and related projects. Performs as direct interface for customer personnel relative to execution of new and existing contracts/orders and management of any customer issues. Plans, analyzes, evaluates, and manages the Program(s) and the work. Supervises, coordinates work schedules, resolves issues, and ensures high-quality, compliant performance of all tasks by personnel working on the contract, to include in multiple locations. Ensures program/project deliverables are compliant with contractual requirements and regulations, including monthly status reports, monthly Program Management Reviews, and ad hoc reports. Provides program and related performance process improvements through the Quality Control Plan and other policies and procedures. Provides and gathers required information to assist with Program assessment, reporting, and recommendations for improvement. Provides timely and effective conflict and issue resolution. Proactively manages changes in program scope or requirements, identify potential issues, and devise contingency plans. Effectively resolves and responds to issues directly with other company partners and the Government. Support company business development efforts from beginning to end, overseeing quality control throughout program lifecycle. Ensure Project files are created and maintained to establish and record key information and events relating to individual projects and requirements. Business Development (BD) (40% of Time)-Opportunity Identification:
Identify and evaluate new business opportunities in the federal marketplace. Conduct market research, analyze customer requirements, and assess competitive landscape to identify viable opportunities for pursuit.Capture Strategy Development:
Develop comprehensive capture strategies for targeted opportunities. Collaborate with business development team and teaming partners to define win themes, value propositions, and differentiation strategies tailored to each opportunity.Stakeholder Engagement:
Build and maintain relationships with key stakeholders, including government agencies, prime contractors, industry partners, and internal team members. Leverage relationships to gather intelligence, influence decision-makers, and position the company favorably.Competitive Analysis:
Conduct thorough analysis of competitors' strengths, weaknesses, capabilities, and past performance. Use competitive intelligence to refine capture strategies and develop competitive advantage.Teaming and Partnering:
Identify potential teaming partners and subcontractors to enhance the organization's capabilities and competitiveness. Negotiate teaming agreements and establish strategic alliances to strengthen the bid proposal.Capture Planning and Execution:
Lead the development and execution of capture plans in alignment with the organization's business objectives. Coordinate and oversee all capture activities, including solution development, pricing strategy, risk assessment, and resource allocation.Proposal Development Support:
Collaborate with proposal teams to ensure alignment between capture strategy and proposal content. Provide input on proposal development, including technical approaches, staffing plans, and past performance references.Risk Management:
Identify and mitigate risks associated with the capture process, including technical, financial, and competitive risks. Develop risk mitigation strategies to address obstacles and challenges.Financial Analysis and Pricing:
Work with finance and pricing team to develop cost models, pricing strategies, and financial analyses for competitive bidding. Ensure pricing is aligned with customer requirements, market conditions, and profitability targets.Capture Performance Tracking:
Monitor and track capture performance against key metrics, including win rate, pipeline growth, and revenue forecast. Provide regular updates and reports to senior management on capture progress and status.Required Skills and Attributes:
Strong project management experience with large and complex projects. Broad knowledge of project and program management methodologies. Strong leadership and managerial skills with appropriate experience. Knowledge of budgeting and resource allocation procedures. Strong analytical and problem-solving skills. Ability to prioritize tasks and to delegate them when appropriate. Ability to function well in a high-paced and at times stressful environment. Proficient with Microsoft Office Suite or related software. Demonstrated knowledge of federal regulations governing contracts, including FAR and DFARS. Strong organizational, analytical, and problem-solving skills, with the ability to manage multiple projects simultaneously. Excellent communication and interpersonal skills, with the ability to effectively interact with diverse stakeholders at all levels.Work Authorization/Security Clearance:
Background Check required. DoD Secret Clearance required.Education and Experience:
Bachelor's degree in business administration, Project Management, Engineering, or a related field; advanced degree preferred. Minimum of ten (10) years of experience in program or project management and business development, with a focus on federal contracting and compliance, or serving in the Armed Services as a field-grade officer (O4-O6), senior noncommissioned officer (E-8 and above), Senior GS civilian (GS-13 or above), or civilian business manager equivalent. Project Management Professional (PMP) preferred. Shipley Capture and Proposal Development Training preferred. Summit is an equal opportunity/affirmative action employer.
