Job Description

The Lead Voucher Respite Specialist is responsible for the overall coordination, supervision, and dayto-day operations of the Voucher Respite program, which provides temporary relief services to families and caregivers of individuals with intellectual and developmental disabilities. This position provides direct oversight of Voucher Respite Specialists, ensures program compliance with applicable regulations and agency policies, and serves as the primary point of accountability for program reporting, quality assurance, and service delivery. The Lead Specialist also carries a direct service caseload and works collaboratively with agency leadership to ensure the program operates effectively and efficiently.
BASIC DUTIES
  • Supervise the day-to-day operations of the Voucher Respite program, including oversight of Voucher Respite Specialist staff.
  • Provide direct supervision, guidance, and support to Voucher Respite Specialists on caseload management, documentation, and service delivery.
  • Complete and submit required monthly program reports to the Director of Rehabilitation Services and/or funding sources by established deadlines.
  • Complete and submit quarterly program reports documenting service utilization, outcomes, and program performance indicators.
  • Conduct intake assessments and determine participant eligibility for voucher respite services.
  • Coordinate and administer the Voucher Respite program for eligible individuals and their families/caregivers.
  • Assist families in identifying, selecting, and enrolling qualified respite providers in accordance with program guidelines.
  • Process and review voucher requests, track program-wide usage, and maintain accurate records of authorized respite hours and expenditures.
  • Develop and maintain individual respite plans in collaboration with participants, families, and service providers.
  • Monitor service delivery across the program to ensure provider compliance with program standards and participant satisfaction.
  • Provide linkage and referral to additional community resources including Medicaid, SNAP, housing supports, and other support services.
  • Ensure all required documentation, service plan reviews, and compliance paperwork are completed within established timeframes by all program staff.
  • Serve as primary liaison between families, providers, referral sources, and the agency's QIDP or program coordinator.
  • Maintain participant files in compliance with agency policies, DHS regulations, and applicable accreditation standards.
  • Lead outreach activities to promote awareness of the Voucher Respite program in the counties served.
  • Participate in and facilitate required trainings, meetings, and professional development activities.
MINIMUM QUALIFICATIONS
  • High School Diploma or GED; Associate's or Bachelor's degree in a human services field preferred
  • Ability to pass CPR/First Aid certification
  • Possess a valid Driver's License and ability to drive agency vehicles
  • DSP certification or ability to obtain (agency-provided training)
  • Demonstrated supervisory or lead experience preferred
  • Ability to work independently and provide leadership to a team
  • Proficiency with computer for case management, data entry, reporting, and documentation tasks
  • Strong organizational, communication, and time management skills
  • Knowledge and ability to use Microsoft Office Suite
DESIRABLE QUALIFICATIONS
  • Associates/Bachelor's degree in Social Work, Human Services, or a related field, or meets the requirements of a Qualified Intellectual Disabilities Professional (QIDP).
  • Knowledge of the Medicaid Waiver system, DHS respite programs, and voucher-based service delivery models.
  • Experience preparing program reports, tracking budgets, or managing grant-funded programs.
  • Demonstrated oral and written communication skills.
  • Demonstrated ability to work constructively and compassionately with individuals, their families, and the community.
  • Experience with case management software and electronic health records.
  • Minimum of two (2) years' experience in a human services, case management, or disability services role
  • Knowledge of the service area, programs, special rec districts and school districts. Ability to provide linkage to needed services.
  • Bilingual skills
