WHO CAN This announcement is for external applicants (non-DIA permanent civilian employees) only. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the reemployment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5, United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate. (See DoD Instruction 1400.25, Volume 300, at .) If selected, based upon your reemployed annuitant status, you will be ineligible to compete for internal vacancies.

PROMOTION OPPORTUNITY

This position is a Defense Civilian Intelligence Personnel System (DCIPS) position in the Excepted Service under 10 U.S.C. 1601. Selectee(s) may be laterally reassigned, promoted, or asked to accept a voluntary change to the lower grade advertised in the vacancy announcement based on their current (or equivalent) grade and qualifications for the position.

CAREER FIELD DEFINITION

(U) Counterintelligence Officers in this field perform a wide variety of functions in support of the mission to include detecting, identifying, assessing, exploiting, countering, and/or neutralizing the intelligence collection efforts/intelligence activities, sabotage, terrorist activities, and/or assassination efforts of foreign powers, organizations, or persons directed against the Department of Defense and the US Government, its personnel, information, material, facilities and/or activities. They also participate in activities that conceal true identity and assert false information in order to support and enable authorized activities and lawful operations.

CAREER SPECIALITY DEFINITION

Comprises officers who support the career field missions by leveraging one or more of the disciplines of counterintelligence (CI). The roles for CI Agents generally require specialized skills, abilities, and training. CI Agents engage in four of the five CI functions of investigations, collections, operations, and functional services. The analysis and production function of CI is carried out at DIA by officers within the

All Source Analysis Career Field/Specialty:

Counterintelligence.

POSITION SUMMARY

(U) Second level Supervisory Counterintelligence Agent supervises and manages through subordinate supervisors. Leads day-to-day operations through subordinate supervisors who manage team of Agents who perform a full range of broad and complex intelligence work to evaluate foreign intelligence activities and security services in support of counterintelligence activities. Comprehends Agency strategic vision and institutes effective CI programs and projects that lead to efficient organizational operations. Identifies and obtains resources (i.e., staff, funds, space, and equipment) to accomplish program goals. Translates broad goals into counterintelligence concepts, standards, operating procedures, and tasks for execution. Utilizes basic contracting knowledge to review and monitor contracts to ensure requirements are being met in a timely manner. Plans and manages the development and execution of counterintelligence activities that utilize the knowledge of standards, operating strategies, policies, and practices as it relates to the specific CI program.

POSITION DUTIES

This position is located in Scott AFB, IL and is with the

CCMD/TRANSCOM.
This position is responsible for performing the following duties:
  • (U) Supports DoD, IC and other U.S. Government agencies in conducting counterintelligence activities. Responsible for organizing, planning, supervising and directing work through subordinate supervisors responsible for execution of highly complex CI activities. Exercises broad responsibility and authority for planning and managing the overall efficiency and effectiveness of assigned activities and communicating the CI strategic plan, mission, vision and values to employees within the directorate(s). Makes authoritative decisions on the allocation of resources and approval of contracts and contract modifications. Oversees or has significant role in directorate(s)' operational plans.
  • Uncovers program/project weaknesses, corrects technical mistakes, and recommends the redirection of resources as appropriate. Oversees through subordinate experts/supervisors various special projects to meet unique customer requirements; to identify future concerns, issues and requirements; and to develop strategies to accomplish the mission. Provides leadership and guidance for special studies to analyze historical performance and data trends; develop projection for future counterintelligence requirements; and contrast actual performance to objectives and priorities. Determines and allocates the level and mixture of resources needed for the counterintelligence programs. Redirects resources as the emphasis of the overall program changes. Ensures contracted products and services are in full compliance with contract requirements and the contracts are being implemented effectively and efficiently.
  • The incumbent supervises and directs the work for a team of human services and training program managers. The incumbent is responsible for carrying out DIAHR regulations and
  • operating procedures with knowledge of concepts related to HR functional areas (e.g., position management, strategy, recruitment, staffing, policy,
  • timesheets, personnel action requests, award submissions into myHR, customer service, talent and performance management to advance agency,
  • office, and/or work unit mission goals and objectives. Independently interprets laws, regulations, and policies; and takes appropriate action in
  • response to issues/questions ranging from routine to complex with assistance on unusual situations from the supervisor; advises managers and
  • employees on issue resolution. Additionally responsible for overseeing the training needs of the J2 personnel.

  • supervisors responsible for execution of highly complex CI activities. Exercises broad responsibility and authority for planning and managing the overall efficiency and effectiveness of
  • assigned activities and communicating the CI strategic plan, mission, vision and values to employees within the directorate(s). Makes authoritative decisions on the allocation of resources and
  • approval of contracts and contract modifications. Oversees or has significant role in directorate(s)' operational plans. Uncovers program/project weaknesses, corrects technical mistakes, and
  • recommends the redirection of resources as appropriate. Oversees through subordinate experts/supervisors various special projects to meet unique customer requirements; to identify future
  • concerns, issues and requirements; and to develop, strategies to accomplish the mission.
  • Provides leadership and guidance for special studies to analyze historical performance and data trends; develop projection for future counterintelligence requirements; and contrast actual performance to objectives and priorities.
  • Determines and allocates the level and mixture of resources needed for the counterintelligence programs. Redirects resources as the emphasis of the overall program changes. Ensures contracted products and service are in full compliance with contract requirements and the
  • contracts are being implemented effectively and efficiently. Develops budget estimates and requirements to support projected counterintelligence activities, and manages the execution of current year
  • funds for all related logistical support. As a CI expert, represents the Agency on external boards, committees and working groups. Represents the Agency in planning, proposing, defending and coordinating
  • complex CI initiatives. Exercises oversight in area of responsibility to ensure the Agency operation in accordance with current CI procedures. Participates in briefings and meetings to provide advice and assistance.
  • Exercises a high degree of originality and judgment in accomplishing responsibilities that contribute significantly in guiding and shaping the future of the Agency.
  • Provides advice to subordinate leaders on design, project management, space planning, and other related services to ensure CI programs and projects are sustained.
  • Develops strategies to effectively manage the budget and other contract activities. Performs other duties as assigned.

All newly hired civilian employees entering the Analysis Career Field (ACF) participate in the Certified DoD All-Source Analyst (CDASA) Professional Certification Program. The ACF civilian workforce is required to attain CDASA-I certification within 2 years of meet-ing the CDASA eligibility requirements.

FOREIGN AREA TOURS OF DUTY ELIGIBILITY

The availability and quality of medical and child care in foreign locations often differs from resources available in the United States. When considering a position overseas, applicants are highly encouraged to research medical care and child care resources available at the foreign location to ensure services are available and adequate to support the needs of themselves and their dependents. DIA employees applying for a position in a foreign area must be eligible for assignment to or within the foreign area as noted in DIAI 1404.008, Foreign Area Tours of Duty. With some exceptions, employees assigned to a foreign OCONUS location will be granted a 5-year overseas tour which will consist of an initial tour (generally 36 months) and an overseas tour extension up to 5 years OCONUS. Employees currently assigned to a foreign area are ineligible for consideration if selection will cause them to exceed the time limitation for foreign area service OR, conversely, the employee will not satisfactorily complete their period of obligated service and prescribed tour of duty (Initial/Renewal Agreement Travel). DEPLOYMENT/MOBILITY STATEMENT

All DIA employees are subject to world-wide deployment to crisis situations and are subject to geographic relocation in accordance with agency guidelines.

DoDI 1402.01, "Employment of Retired Members of the Armed Forces," dated September 9, 2007 restricts the appointment of retired military service members within 180 days of their retirement.
