Job Description

The Program Supervisor is an hourly, first-level management position responsible for overseeing the day-to-day operations of assigned residential and/or community-based programs serving Individuals with intellectual and developmental disabilities (IDD) under Indiana Medicaid Waiver programs. This role ensures services are delivered in accordance with Individualized Support Plans (ISPs), Behavior Support Plans (BSPs), Health Support Plans (HSPs), and FSSA and BDS requirements. The Program Supervisor serves as the primary point of contact for Direct Support Professionals (DSPs), coordinates staffing and coverage, conducts routine site visits, supports compliance and documentation accuracy, and assists with continuity of care to promote health, safety, and person-centered outcomes. This role ensures continuity of care, staff support, regulatory compliance, and service quality, while upholding Lirio's Mission and Values. Staff Supervision & First-Level Support  Serve as the first point of contact for DSPs regarding scheduling, call-offs, shift coverage, and immediate program concerns  Coordinate and maintain staff schedules to ensure compliance with Indiana Waiver staffing requirements and continuity of services, including but not limited to evenings, weekends, and holidays as needed  Respond to staffing emergencies and assist with or provide shift coverage when necessary to prevent service disruption, including on-call support  Provide coaching, guidance, and performance feedback to DSPs related to service delivery, documentation, and professional conduct to promote quality service delivery  Support new staff onboarding, orientation follow-up, and required training completion in accordance with agency and BDS standards as well as ongoing competency development of DSPs Program & Individual Oversight  Oversee the day-to-day support and supervision of Individuals served to ensure services align with their ISPs, BSPs, HSPs, and person-centered outcomes  Conduct routine house visits and site observations to assess service quality, health and safety, environmental conditions, and staff performance  Ensure implementation of positive behavior supports and adherence to individual rights, dignity, and choice  Ensure person-centered practices are implemented and individual rights are always respected  Communicate with individuals served, families/guardians, case managers, and interdisciplinary team members as appropriate Scheduling & Operational Coverage  Manage staff schedules, time-off requests, and coverage plans in accordance with company policy and waiver service authorization  Monitor staffing ratios and supervision requirements under Indiana Medicaid Waiver services  Respond to staffing emergencies and implement contingency plans to prevent service disruption  Participate in on-call rotation as assigned and respond to after-hours issues as required Compliance, Documentation, & Billing Support  Serve as first-level reviewer for documentation related to compliance and billing, including timekeeping, service notes, EVV compliance, and required program records  Ensure documentation supports services billed under Indiana Medicaid Waiver programs and meets BDS, FSSA, and audit standards  Identify documentation errors, omissions, or inconsistencies and follow-up with staff for correction in a timely manner  Assist with preparation for internal reviews, external audits, licensing visits, and case manager monitoring Communication & Reporting  Communicate program needs, staffing concerns, incidents and trends to the Program Manager  Ensure incidents, unusual events, and health and safety concerns are documented and reported according to agency policy and state requirements  Participate in team meetings, trainings, and quality improvement activities as scheduled Additional Duties  Perform additional duties as requested or assigned by management to support program operations, ensure compliance, and meet the needs of Individuals served  Duties may vary based on program needs, staffing levels, or regulatory requirements and may include direct support, administrative tasks, or special projects Core Competencies  Person-centered and trauma-informed leadership  Compliance and attention to detail  Crisis response and problem-solving  Effective communication and teamwork  Flexibility and accountability  Time management and adaptability Supervisory Responsibilities This position has direct reports. Required Education & Experience  High school diploma or GED required  Minimum 1-3 years of experience providing services to individuals with intellectual and developmental disabilities  Knowledge of Indiana Medicaid Waiver services, ISPs, BSPs, HSPs, and
BDS/FSSA
regulations  Ability to manage schedules and prioritize tasks  Ability to respond to urgent staffing and program needs in a fast-paced environment Preferred Qualifications & Experience  Degree in human services or related field  Prior experience as a Lead DSP, Coordinator, or Supervisor  Experience with electronic health records, scheduling systems, and waiver billing documentation  Familiarity with Indiana licensing, certification and audit processes Additional Eligibility Requirements  Valid driver's license  Reliable transportation  Current car insurance  Ability to pass a thorough background screening.  Current CPR/First Aid certification, Medication Administration, CPI or the ability to obtain upon hire.  Proof of a negative TB screen
