Job Description

Waiver Administrator $250 HIRING
BONUS JOB DUTIES SUMMARY
The Waiver Administrator assists with oversight of the coordination, administration and direction of all aspects of all ongoing waiver program and center-based respite program including planning, budgeting, organizing, staffing, leading and controlling program activities. Serves as QIDP as needed and appropriate. Directly supervises Waiver Services QIDP's and Case Manager, and office personnel and may delegate supervision of all other Waiver staff as deemed appropriate.
WORK SCHEDULE
Follows 240-day Operational Calendar Mondays -
Fridays:
8:00 am - 4:00 pm, On-Call Minimum 40 hours weekly
ESSENTIAL FUNCTIONS
Ensures the delivery of waiver program services are in accordance with the mission and goals of STARC. Supervises and ensures that all staff are trained and evaluated. Participates in the development of program budgets and operating plans to support the programs. Maintains a program evaluation framework and QA program to assess the strengths of the program and to identify areas for improvement. Ensures program services and activities operate within the policies and procedures of STARC and state and federal regulatory guidelines/licensing. Reports licensing regulations including updates and changes to Executive Committee immediately and ensures that licensing requirements are met at all times. Assists with recruiting, interviewing, and selecting qualified staff. Makes recommendations to the Human Resources Department relative to staff hiring, suspensions or discharges. Provides program staff with direction, input and feedback. Resolves conflicts that may arise between clients/families/employees with use of good mediation and negotiation skills. Collaborate with other program coordinators to ensure effective and efficient program delivery. Identifies and evaluates the risks associated with program activities and takes appropriate action to control risks. Oversee the collection and maintenance of records of clients of the programs for statistical purposes according to the confidentiality/privacy policy of STARC. Responsible for discharge planning and program participant data. Participates in development and implementation of service plans; completes client intakes; facilitates and coordinates scheduled meetings for participants; chairs meetings called by program regulations, parents/caregivers, and other professionals. Ensures provision of services to all program participants. Ensures adequate, qualified, trained staff is available at all times. Prepares financial, statistical and programmatic reports as required or requested by executive, administrative and finance department personnel. Participates, as needed, in financial audits and program monitoring. Meets with staff on regular basis to explain program and individual responsibilities for carrying out program objectives
PHYSICAL REQUIREMENTS
: Job tasks are classified as medium work that requires occasional lifting of 50-100 pounds and frequent lifting, carrying, pushing, pulling or otherwise moving objects of 20-50 pounds. Requires frequent walking, standing, bending and stooping.

Understands ethical behavior and business practices and ensures that own behavior and the behavior of others is consistent with these standards and aligns with the values of STARC Establishes and maintains positive working relationships with others, both internally and externally, to achieve the goals of STARC Speaks, listens and writes in a clear, thorough and timely manner using appropriate and effective communication tools and techniques Anticipates, understands and responds to the needs of internal and external clients to meet or exceed their expectations within STARC parameters Assesses situations to determine the importance, urgency and risks, and makes clear decisions which are timely and in the best interests of STARC Assesses problem situations to identify causes, gathers and processes relevant information, generates possible solutions, and makes recommendations and/or resolves the problem(s) Is made aware of all emergencies or critical incidents within 24 Hour Services Division programs and provides guidance as to appropriate handling of any such situations. Serves as back-up for direct support personnel as needed. May be required to work flexible schedule (nights, weekends, holidays, emergency and crisis situations)
EDUCATION, EXPERIENCE AND SKILLS REQUIRED
B. A. Degree in field related to job responsibilities preferred (psychology, education, counseling, special education, social work, etc.) and two years' experience with minimum of one-year supervisory experience. One year of work experience must have been with individuals with intellectual/developmental or other disabilities. Background, knowledge and demonstrated interest, understanding and capacity for accepting and working with individuals with intellectual/developmental disabilities. Must have professional and pleasant attitude in dealing with others.
