Description:
Advises the installion commander on all budgetary, financial, and overarching resource management mters. Executes the commander's vision on resource allocion in support of mission and installion operions, maintenance, and sustainment. serves as the resident subject mter expert for all manded administrive support and resource management programs. Ensures unit program compliance with regulions, laws, policies, and squadron commander directives. To maintain maximum operional flexibility, responsibilities include, but are not limited to: task management, cybersecurity liaison (CL), Government Travel Card (GTC) program, Unit Deployment Manager (UDM), Defense Travel System (DTS) administror, Drug Demand Reduction Program (DDRP), health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automed Da Processing Equipment (ADPE) accounts, security program, supply program, civilian timecard program, and unit recognition program. Develops and implements procedures to track program stus, identify and respond to program trends, and maintain program health. Assists in planning, administering, and monitoring manpower resource requirements. Serves as the point of contact for both civilian and military position utilizion. Maintains manpower manning documents. Serves as the organizional point of contact and liaison with the personnel flight on military and civilian personnel issues. Stays abreast of current personnel issues and provides explanions of personnel-reled requirements, regulions, and procedures to supervisors and managers. P Performs budget formulion work, including the preparion of detailed analyses of annual and/or multi-year budget estimes for assigned organizions/programs into a consolided budget request. Assembles and/or develops background da, informion, and documention to support required program budgets. Researches and analyzes available factual informion, trends in the cost of accomplishing specific work objectives, and relionships among organizional needs and objectives. Performs budget analysis, execution, and administrion involving the monitoring of obligions incurred and the actual expenditures of a budget with different sources and types of funding. Performs other clerical and administrive work, readily adapting to emerging administrive requirements and executing special projects as directed by leadership.
Ideal Candide:
Installion Resource Advisor performing a variety of budget functions involving the formulion, execution, and/or analysis of budgets for substantive programs and support activities. Responsible to the commander for executing routine and complex budget functions for assigned mission activities, while flexibly directing, managing, and adapting overarching administrive, personnel, and manpower support programs to meet evolving installion needs.
Key Skills and Abilities:
1. Knowledge of commonly used budgetary methods, practices, procedures, regulions, and policies, as well as the structure, missions, functions, goals, work methods, and sources of funding pertinent to installion programs and organizions, including personnel and manpower issues. 2. Knowledge of sources of factual informion reled to budgeting and organizional operions (e.g., accounting reports, payroll records, work reports, inventory, and supply da), combined with knowledge of automed da processing concepts, systems capabilities, and office automion software to accomplish complex tasks and produce documents, spreadsheets, dabases, and graphs. 3. Skill in applying analytical methods and techniques (e.g., cost-benefit analysis, zero-based budgeting, amortizion, depreciion, and proring revenues and costs) to gher and assemble da, evalue the effects of changes in program plans, develop alternives, and make recommendions to resolve complex budget and funding problems. 4. Skill in formuling, justifying, and executing assigned budgets and programs, coupled with advanced abilities in fact-finding, problem analysis, problem resolution, and developing concrete action plans to solve emerging challenges. 5. Ability to plan, organize, and manage diverse administrive programs and functions of an organizion, ensuring work is completed efficiently, adapting to new or unusual situions, and meeting commander-driven deadlines. 6. Ability to communice effectively, both orally and in writing, to justify, defend, present, and advise leadership on budgetary processes, actions, administrive directives, and organizional operions, using tact and courtesy. Requirements Help Conditions of employment Must be a U.S Citizen. Must be able to obtain and maintain a Secret security clearance. PCS / Incentive funding is not authorized. Required to handle and safeguard sensitive and/or classified informion in accordance with regulions to reduce potential compromise. May be required to travel by military or commercial aircraft in the performance of temporary duty assignments. May be required to work overtime on an unscheduled or emergency basis. Eligible for situional telework only, including Emergency and OPM prescribed "Unscheduled Telework". Subject to Temporary Duty Assignment (TDY): Approximely 20 days per year. This position will close after 5 business days or 75 applicions, whichever comes first. Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, "Confidential Financial Disclosure Report. This is a Financial Management Level (1, 2, or 3) Certified position IAW the Nional Defense Authorizion Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. This is a drug testing designed position. The incumbent is subject to pre-employment drug testing as a condition of employment, and participion in random drug testing.
