Jobs › Middleboro, MA › Consumer Supports and Training Pro… State of Massachusetts Consumer Supports and Training Program Coordinator Middleboro, MA Apply The Department of Developmental Services (DDS) is actively seeking a dynamic candidate for the role of Consumer Supports and Training Program Coordinator. This position coordinates agency-wide training initiatives and serves as the Human Rights Coordinator for three Human Rights Committees. The Consumer Supports and Training Program Coordinator leads training initiatives for more than 600 staff members and supports approximately 215 individuals by assessing training and support needs through surveys, feedback, and other evaluation tools. In collaboration with executive leadership, the position helps ensure training programs and support services are effective, compliant, and aligned with the DDS mission. / Duties and Responsibilities (these duties are a general summary and not all-inclusive): /
  • Provide supervision and guidance to Training Technicians and oversee all phases of training programs, including development, implementation, evaluation, and continuous improvement to meet organizational needs.
  • Serve as the Human Rights Coordinator for three Human Rights Committees and promote the protection of individual rights throughout the agency.
  • Develop and deliver human rights training to individuals supported by the agency and staff to promote self-advocacy, awareness, and understanding of individual rights.
  • Meet with Human Rights Officers at least twice per year to review concerns, identify trends, and support effective human rights practices.
  • Identify and coordinate external training resources and opportunities to enhance staff development and improve outcomes for individuals supported by the agency.
  • Actively participate in multiple committees, including Human Rights, Risk Management, Diversity, and Regional/Agency Training Committees, and contribute to policy development, risk mitigation, educational opportunities, and continuous organizational improvement.
  • Support educational initiatives, including programs such as the DDS/LPN Program.
  • Recruit and onboard Human Rights Committee members by maintaining relationships with local law schools, reviewing committee documentation, and communicating recommendations to senior leadership for appropriate action and oversight.
  • Coordinate administrative operations and support staff by evaluating workflows, identifying opportunities for improvement, and implementing corrective actions to promote efficiency and compliance.
  • Direct agency-wide training operations, including maintaining the training database, producing required reports such as MassAchieve reports, and ensuring compliance with documentation and regulatory standards.
  • Conduct evaluation activities for training and mentoring programs, including administering satisfaction surveys, analyzing results, and presenting findings to leadership to support informed decision-making.
  • Create reports and establish audit systems for agency management related to training needs, individual supports, compliance, and organizational effectiveness.
  • Coordinate special projects and other initiatives as assigned. / Required Qualifications /
  • Familiarity with state and federal regulations related to human services, training compliance, and incident reporting systems, including HCSIS and MassAchieve.
  • Understanding of adult learning principles and training program development methods.
  • Experience with organizational operations, administrative practices, and program evaluation techniques.
  • Understanding of person-centered planning, treatment safeguards, and rights protections for individuals receiving services.
  • Proficiency with data management systems and reporting requirements for staff training and compliance tracking.
  • Familiarity with continuous quality improvement practices and performance measurement.
  • Strong supervisory skills, including guiding, developing, and evaluating staff.
  • Excellent written communication skills for developing policies, reports, and formal correspondence. / Preferred Qualifications /
  • Understanding of agency-specific Human Rights Committee processes, expectations, and internal approval workflows.
  • Detailed understanding of internal policies, procedures, administrative processes, organizational structure, and their application to day-to-day operations.
  • Proficiency with agency training systems, reporting tools, and databases, including MassAchieve and HCSIS, as well as incident reporting and documentation requirements.
  • Understanding of agency culture, priorities, key stakeholders, decision-making channels, and long-term goals.
  • Advanced policy development and revision skills, including translating regulatory requirements into practical procedures aligned with agency standards.
  • Data analysis and reporting skills to identify trends, gaps, training needs, and opportunities for organizational improvement.
  • Supervisory, facilitation, and training delivery skills to support staff development and meet program needs.
  • Practical problem-solving and sound decision-making skills for addressing operational and human rights concerns, including urgent and after-hours situations.
  • Strong communication, collaboration, and relationship-building skills for working across departments and with leadership, staff, individuals supported, and external stakeholders.
  • Effective time and priority management skills, including adapting to changing policies and priorities and independently coordinating projects, initiatives, and special assignments from planning through implementation.

ALL EMPLOYEES ARE PAID ON A BI-WEEKLY BASIS AND MUST HAVE DIRECT DEPOSIT.

MINIMUM ENTRANCE REQUIREMENTS
Applicants must have at least (A) four years of full-time, or equivalent part-time, professional, administrative or managerial experience in business administration, business management or public administration the major duties of which involved program management, program administration, program coordination, program planning and/or program analysis, and (B) of which at least one year must have been in a supervisory capacity, or (C) any equivalent combination of the required experience and the substitutions below.
Substitutions:
I. A Bachelor's degree with a major in business administration, business management or public administration may be substituted for a maximum of two years of the required (A) experience. II. A Graduate degree with a major in business administration, business management or public administration may be substituted for a maximum of three years of the required (A) experience. III. A Bachelor's or higher degree with a major other than in business administration, business management or public administration may be substituted for a maximum of one year of the required (A) experience.
  • Education toward such a degree will be prorated on the basis of the proportion of the requirements actually completed.
NOTE:
No substitutions will be permitted for the required (B) experience. Salary placement is determined by a combination of factors, including the candidate's years of directly related experience and education, and alignment with our internal compensation structure as set forth by the Human Resources Division's Hiring Guidelines. For all bargaining unit positions (non-management), compensation is subject to the salary provisions outlined in the applicable collective bargaining agreement and will apply to placement within the appropriate salary range .
