Program Manager Manhattan Strategy Group United States, Maryland, Bethesda 4747 Bethesda Avenue (Show on map) May 01, 2026 Description The Manhattan Strategy Group (MSG) LLC, a rapidly growing management consulting firm, is seeking a Program Manager to oversee a nationwide Retailer Investigations contract for the U.S. Department of Agriculture (USDA), Food and Nutrition Service (FNS). The scope of work includes investigating retailers whose stores have been identified and reviewed by the government and are suspected to be committing fraud; suggesting ways of identifying new methods of investigating possible fraudulent retailers; determining what other stores in the neighborhood might be committing fraud and relaying that information to the government; and working with state and local partners in investigating fraud.

Key Responsibilities:

Lead overall execution of a nationwide Retailer Investigations program, ensuring alignment with program objectives to detect and prevent fraud Manage and coordinate a geographically dispersed network of investigators and field personnel across multiple states and jurisdictions, ensuring adequate coverage, responsiveness, and performance Serve as the primary point of contact for the Government, maintaining strong client relationships and ensuring timely, accurate, and high-quality delivery of all contract requirements Oversee case assignment, workload distribution, and operational planning to support fluctuating investigation volumes and priorities Ensure all investigative activities are conducted in compliance with applicable federal regulations, privacy requirements, and evidentiary standards Implement and manage a Quality Control Program to ensure consistency, accuracy, and completeness of investigative reports and deliverables prior to submission to the Government Coordinate with state, local, and federal partners, as required, to support investigative activities and information sharing Provide strategic oversight and continuous improvement recommendations to enhance investigative methodologies, operational efficiency, and program outcomes Manage program risks, including investigator performance, coverage gaps, compliance issues, and operational bottlenecks, and implement corrective actions as needed Oversee staffing, onboarding, and performance management of investigative personnel, including ensuring required licensing, background checks, and qualifications are maintained Develop and deliver program reporting, metrics, and insights to the Government, demonstrating performance against contract objectives and identifying trends or areas of concern Ensure readiness to support administrative or legal proceedings, including the integrity and defensibility of investigative findings Support investigations-related business development initiatives

Qualifications:

Minimum of a 4-year college degree Minimum of 5 years investigative experience (i.e. government/private investigative work) Minimum of 5 years of senior management experience with proven ability to resolve client issues, adept at management and technical review to ensure quality Minimum of 2 years' experience managing a country-wide field staff for government projects Knowledge of Supplement Nutrition Assistance Program (SNAP) requirements, policies, and procedures.
