Herrick Technology Laboratories, Inc. (HTL) is a mature, growing small business headquartered in Germantown, Maryland that develops capabilities for the Warfighter based on its small form-factor Software Defined Radios (SDRs). HTL s evolving portfolio of SDRs and other mission hardware is designed for rugged environments and optimized to perform in heavily congested electromagnetic spectrum. HTL creates applications for its SDRs including signals intelligence (SIGINT), electronic warfare (EW), and position, navigation, and timing (PNT) in addition to natively supporting government-off-the-shelf (GOTS) and third-party applications. HTL solutions are actively employed by Warfighters at national, theater, and tactical levels.
SUMMARY OF FUNCTIONS
The Senior Program Manager is responsible for the successful execution of technically complex programs, including requirements, staffing, schedule, and budget. ESSENTIAL DUTIES AND RESPONSIBILITIES
Manage and direct the daily execution of programs within contract requirements to ensure that cost, schedule, and performance goals are met. Maintain relationships both with prime contractors and government customers. Work with internal stakeholders to ensure accurate development and timely delivery of customer deliverables. Perform variance analysis of schedule and cost. Coordinate with contracts administration on issues pertaining to contract requirements, changes, and interpretations. Work with the project engineer and utilize effective strategies for communicating program priorities, task status, risks, and issues within the program team, to senior management, and to customers. Work with Engineering group leaders to coordinate program staffing in alignment with business-wide priorities. Develop and maintain project schedules for day-to-day management and as inputs to business-wide labor forecast and resource balancing efforts. Drive cross-functional alignment efforts to ensure seamless integration across engineering, supply chain, manufacturing, operations, and business development teams. Collaborate with managers and other technical leads to support capture and relevant business development activities. Participate as a team member or leader on bid and proposal activities. REQUIRED EDUCATION AND EXPERIENCE
Bachelor s degree in engineering, business or finance discipline and 10+ years of practical experience. Five years of industry or military experience can substitute for a bachelor s degree. Experience in government contracting. Proven customer-facing program management and/or systems engineering experience with multiple large-scale projects. Strong customer focus, ability to lead a team, and establish resilient, collaborative working relationships with customers, technical staff, senior managers, and peers. Exceptional communication skills, both written and verbal, with the ability to present complex information clearly and concisely to diverse audiences. Experience with managing manpower planning, project reviews, scheduling, and budget control. Knowledge of program management tools and procedures. Experience with the evaluation of requests for proposal/quote. Experience with preparing, reviewing, and submitting proposals/quotes. PREFERRED EDUCATION AND EXPERIENCE
Advanced degree in engineering, business or finance discipline. PMP Certification. Knowledge of SIGINT and/or EW. Experience working with DoD/Intelligence Community customers. Experience with the development and integration of sophisticated hardware and software systems. Solid technical aptitude and an ability to understand technical designs, hardware and software development life cycle, challenges, and risks. Proven experience leading multi-disciplinary engineering teams to successful completion of projects. Proficient in use of Microsoft Project for cost, schedule, technical and resource management.
