Job Description

The Program Lead serves as the dedicated program management lead for all functions supporting the Air National Guard Reserve Order Writing System (AROWS). The AROWS Program Lead also serves as the dedicated PDS (Project Data System) lead within the ANG DSS portfolio, ensuring consistent and continuous operations across both programs. Duties & Responsibilities Serve as the primary on-site interface between Team Alesig, the
ANGRC A1
Directorate, and the Government-designated third-party AROWS developer team. Coordinate all release requirements with the third-party developer; manage the test cycle for each software release. Chair and document Change Control Board (CCB) meetings; prioritize and schedule approved system changes through JIRA; facilitate Joint Application Design (JAD) sessions with ANGRC and Wing-level stakeholders. Develop Build Scope Assessments for each approved change request; establish Quality Assurance procedures for validation and verification prior to production release.
Maintain AROWS SharePoint Content Management Site:
disseminate program guidance, training materials, operating status notices, job aids, release notices, and data call request forms to the AROWS User Community Supervise the three-person AROWS Tier 1 Help Desk team; ensure SLA compliance. Maintain AROWS recovery time objectives. Serve as Tier 2 escalation point for complex Tier 1 tickets; coordinate with ANGRC directorates and third-party support personnel on systemic issues. Coordinate annual maintenance and updates to current interface agreements with MilPDS, DEAMS, DMO, and RTS; support execution of new interface agreements with AF-IPPS, M4S, and DTS as directed. Maintain data sharing agreements with DoD, USAF, and ANG organizations; support Identity, Credential, and Complete ad hoc SQL database queries using the AROWS Data Analytics Module (Oracle SQL environment); perform data checks to ensure retrieved data aligns with requests. Support AROWS risk management in accordance with
AFI 17-101 RMF
Framework; maintain the RMF Information Assurance Package (20 control families, 431 security controls, 1,847 assessments) in eMASS and support annual ATO renewal. Develop and maintain POA&Ms for non-compliant audit items; support FIAR, FISMA, and AFAA audit responses including Prepared by Client (PBC) Artifact assembly and Corrective Action Plans. Provide monthly status reports to

Senior Leadership and Wing-level personnel on AROWS system status, action items, and related topics. Support AROWS offsite training events. Serve as the dedicated lead for the Project Data System (PDS). Attend PDS requirements and scope-shaping meetings with ANGRC stakeholders. Maintain PDS functional documentation and user guides. Other duties as assigned. Education Bachelor's degree in Computer Science, Information Systems, Software Engineering, or related field. Experience 6+ years of DoD IT program management or application lifecycle management experience. Direct experience with ANG or Air Force web-based information systems, military order-writing systems, or Air Force personnel data systems strongly preferred. Familiarity with Oracle SQL, .NET, and DISA-hosted cloud environments. Oracle SQL query proficiency; JIRA administration; SharePoint content management; DoD eMASS system familiarity; software release management processes; understanding of CAC-enabled web application architectures.
