WHO WE ARE
The Office of the County Attorney provides legal advice and representation to all County departments, agencies, instrumentalities, boards and commissions, including the County Council, and all their employees. The Office also provides legal defense for cases involving Montgomery County and other governmental entities which participate in the Montgomery County Self-Insurance Program (including the Board of Education for Montgomery County, Montgomery College, and the Housing Opportunities Commission) and all their employees.
WHO WE ARE LOOKING FOR
The Program Specialist I position is in the Office's Division of Labor Relations & Public Safety and will be primarily assigned to assist in the processing of civil citations. The ideal candidate should possess advanced expertise in governmental code enforcement, including a thorough grasp of relevant codes, ordinances, compliance standards, and legal requirements. Additionally, they must demonstrate a comprehensive understanding of the principles, techniques, functions, and procedures utilized across various agencies. Assignments will require solid proficiency in computer technology, familiarity with Maryland Court Systems, MDEC, and in-depth knowledge of county laws and regulations. Moreover, this position calls for someone who can independently plan, manage, and implement program elements while adhering to established precedents. The candidate should be adept at identifying and resolving issues, as well as addressing any deviations in accordance with organizational policies and program practices. Proficiency with automated office technology is also expected, ensuring the candidate can efficiently handle the demands and responsibilities associated with the role. The work is primarily sedentary and performed in an office environment, however the employee will be expected to physically deliver filings and payments to District Court, the Department of Finance, or other local banking institutions. Employees may have supervisory responsibilities; however, this is atypical of the class. Process all civil citations issued from County agencies for filing with District Court. Prepare court files for attorneys assigned to weekly code dockets. Answer and responds to calls and emails from defendants, inspectors, and court clerks. Process citation payments in accordance with the County's Accounts Receivable policy and the County Attorney's internal policy. File motions as directed via MDEC with the District Court. Prepare the code enforcement monthly report for the Division Chief. Occasionally attend court to assist the attorneys with heavy dockets.
Experience:
One (1) year experience working in a legal environment, such as serving as a clerk for a judge, appearing in court, or assisting an attorney, adhering to legal practices for the purpose of federal, state, and local laws associated with different types of violations.
Education:
Graduation from an accredited college or university with a Bachelor's Degree.
Equivalency:
Unless otherwise stipulated, an equivalent combination of education and experience may be substituted.
