Regional Program Specialist (RPS)Position Overview Tactical Care is seeking a dependable, adaptable, and solutions-oriented Regional Program Specialist (RPS) to oversee day-to-day operations and staffing support for programs located in the Brainerd, Aitkin, and potentially Park Rapids areas . The RPS serves as the primary support person for assigned homes, helping ensure quality services, staff accountability, regulatory compliance, and consistent coverage. This role acts as a bridge between direct support staff and management, providing leadership, guidance, and hands-on support when needed. This position is ideal for someone who thrives in a fast-paced environment, enjoys solving problems, takes ownership of challenges, and wants to grow within a rapidly expanding organization serving individuals with complex support needs. This is not an entry-level position. The Regional Program Specialist must be capable of independently supporting staff, addressing operational concerns, and helping maintain program stability with minimal supervision. This is a salaried leadership position that requires flexibility. Workloads may vary depending on staffing needs, program demands, and operational priorities. Some weeks may require fewer than 40 hours, while others may require additional time and availability to ensure programs remain properly staffed and supported. The ideal candidate understands that the focus is on outcomes, accountability, and supporting the success of the programs rather than simply tracking hours worked. As Tactical Care continues to grow, the Regional Program Specialist may be assigned additional programs or territories. The ideal candidate embraces change, remains flexible, and is comfortable helping build and support new programs as opportunities arise. Key ResponsibilitiesProgram Operations Maintain regular communication with assigned homes and staff teams Ensure programs are operating according to company policies, client support plans, and licensing requirements Monitor home environments, documentation, and daily operations for quality and consistency Assist with implementation of client-specific protocols, behavioral supports, and program expectations Identify operational concerns and proactively develop solutions Support management with program audits, corrective actions, and quality improvement initiatives Staffing & Scheduling Coordinate staff schedules and assist in securing coverage for open shifts Respond to call-ins, staffing emergencies, and scheduling concerns Work closely with management to ensure adequate staffing levels are maintained Assist with recruitment, interviewing, onboarding, and training efforts Help new employees understand scheduling expectations, program requirements, and company policies Provide direct support coverage when necessary to ensure continuity of care Staff Leadership & Development Build positive and professional relationships with direct support staff Coach employees on expectations, professionalism, and performance standards Help maintain staff morale and foster a positive team culture Identify performance concerns and communicate them promptly to management Assist with employee training and development initiatives Reinforce company values, policies, and program expectations Communication & Collaboration Serve as a key point of contact between direct care staff, management, nursing, and other support personnel Participate in team meetings and operational planning discussions Communicate concerns, incidents, staffing issues, and emerging program needs promptly and professionally Support management with special projects and organizational initiatives Occasionally assist with community appointments, transportation, or program-related errands Qualifications Minimum of two years of experience working in behavioral health, human services, group homes, residential programs, healthcare, or a related field required Previous leadership, supervisory, scheduling, or program coordination experience preferred Strong organizational, communication, and problem-solving skills Ability to work independently and make sound decisions in fast-paced situations Comfortable providing direct support services when needed Ability to effectively manage multiple priorities and respond to staffing challenges Must demonstrate professionalism, reliability, and strong interpersonal skills Must be flexible and willing to adjust schedule based on program needs Comfortable responding to urgent staffing or operational issues outside of traditional business hours when necessary Understands the responsibilities of a salaried leadership position and is committed to ensuring assigned programs remain stable, supported, and successful Valid driver's license and acceptable driving record required Ability to pass all required background studies Ability and willingness to travel regularly throughout the Brainerd, Aitkin, and Park Rapids service areas as assigned What We Offer Competitive salary based on experience Leadership role with significant autonomy and responsibility Opportunity for advancement within a growing organization Supportive management team focused on collaboration and professional development Meaningful work that directly impacts the lives of individuals we serve The ability to help shape and influence the growth of a rapidly expanding organization About Tactical Care Tactical Care provides person-centered services to individuals with complex support needs throughout Central Minnesota. When challenges arise, they proactively seek solutions, communicate effectively, and do what is necessary to support staff and maintain program stability. Success in this role is measured by the stability, performance, and overall health of the programs they oversee—not by a strict Monday through Friday schedule.
