Chief Operating OfficerPOSITION SUMMARY
Assess need for services among the residents through use of resident input and agency recommendations. Develop a variety of educational and economic empowerment support services, activities, and programs to residents in public housing, focusing on elderly, disabled, family, children, and youth. Develop partnerships with community service providers to efficiently deliver services to residents. Research and assist with grant applications for funds for the programs. Prepare and monitor grant budget. Maintain records and prepare reports.Salary Range:
$52,000 - $56,000Key Responsibilities:
A. Prioritize, develop, and implement programs for elderly, disabled, family and children/youth 1. Plan, organize, and implement programs of resident services, targeted for the elderly, disabled, family and children/youth, based on identified priorities 2. Identify partners who are able to provide needed services and develop relationships 3. Develop programs and usage of onsite computer lab for all residents 4. Develop programs for "life-long learning" and "aging in place" for elderly 5. Develop programs for the disabled for independent living and accessing job market 6. Develop after school activities, such as homework assistance, tutoring, mentoring, in order to improve academic and social progress, with a goal of increasing the number of high school graduates and college bound seniors 7. Administer programs designed to encourage high school graduation and obtaining higher education 8. Plan and organize summer camps for youth 9. Manage the summer feeding programs for residents and others 10. Market programs to residents through the newsletter, calendar, articles, and targeted outreach B. Meet with adult participants monthly to assess progress, identify barriers to success and formulate plans to achieve goals 1. Complete initial personal/family needs assessment 2. Develop service and training plan for each participant/family. 3. Refer clients to services that will promote achievement of goals or filling needs 4. Meet with participants monthly to assess whether goals are being met C. Evaluate programs and offerings, prepare reports, and monitor budget 1. Meet quarterly to discuss program development, improvement, and other feedback 2. Prepare annual reports to HUD 3. Prepare monthly reports for the Board 4. Research and write grants for funding of programs or program components 5. Monitor budget and prepare reports as needed 6. Evaluate success of programs for quality and completion through feedback and surveys D. Represent IHA in the community 1. Attend various agency meetings to give and receive information about services and possible interface with resident services programs 2. Work with public and private agencies to develop collaborative efforts to provide goods and services for residents, including work source, urban league, law enforcement, school board, health department, etc. 3. Serve as Liaison to Resident Advisory Council 4. Serve as Liaison for Independence Housing Authority to apply to the MONAHRO scholarship program Knowledge, Skills, and Abilities Knowledge of the principles and practices of social work and case management Knowledge of the principles and practices of career counseling, clinical counseling, and service delivery Knowledge of the principles and practices of management and supervision Knowledge of HUD and organizational regulations, policies, and procedures Knowledge of business English, spelling, arithmetic, and vocabulary Knowledge of basic computer operations, data entry, and data summary Knowledge of the organizations and agencies in the area that provide services utilized by clients Knowledge of the principles of communication Ability to understand and follow oral and written instructions Ability to read, understand, and apply HUD and organizational rules, policies, procedures, and instructions Ability to communicate orally and in writing Ability to use a computer to access, enter, and compile data Ability to establish and maintain effective working relationships with the public, residents, and other employees Ability to interact with staff, clients, and agencies in obtaining and providing information in a polite and efficient manner, both in person, and on the telephone Ability to use sound judgment in order to make decisions in accordance with established procedures and guidelines 14. Ability to manage multiple priorities and multiple demands to accomplish tasks in accordance with established requirements 16. Ability to organize and present workshops and training sessions addressing family, employment, and finance issues Skilled in analyzing situations in order to identify problems and offer possible solutions Skill in communicating orally with clients and agencies in order to obtain and provide information Skill in dealing with people in a polite and diplomatic mannerMinimum Qualifications:
- Must have a bachelor's degree OR, an equivalent combination of education, training and experience
- Must have (5) five years' experience with (3) three years in a team management role in employment counseling, recruiting and selection/staffing services, vocational rehabilitation, or from the human services field with relevant job coaching and placement duties.
- Willing to travel overnight for training, conferences, or workshops.
- Computer and software experience in a related field.
- Precise and accurate documentation skills.
- Knowledge of
HUD / PHA
regulations.- Ability to read, interpret and understand and apply regulations by Federal, State, and local laws and codes.
- Possess strong problem-solving skills and the ability to exercise sound judgment and make decisions based on accurate and timely analyses.
- Candidate must read, write, and speak in a manner reflecting a professional business position.
- Ability to work well on your own and as part of a team.
- Ability to effectively communicate verbally and in writing with a variety of people, one-on-one, in small groups and with larger groups.
Work Environment:
The person holding this position will generally work in an office environment.Special Requirements:
The employee must hold a valid MO driver's license The employee must pass a federal, state and local criminal background clearance The employee must not be under the influence of drugs and alcohol while on property performing work for IHA. If drugs or alcohol is determined to be an issue while performing job duties, this is reason for immediate termination of your position. Even though the State of MO has passed Medical Marijuana, IHA prohibits the use of this per our Personnel Policy and under our ACC agreement with the U.S. Department of Housing and Urban Development.Physical Demands:

The noise level in the work environment is usually moderate.Position Type/Expected Hours of Work :
This is a full-time position. Regular hours of work and days are Monday through Friday, 8:00 AM to 4:30 PM. However, this position may require evening and weekend work a few times per year. Travel is primarily local during the business day between housing units and to partner offices, although some out-of-the-area and overnight travel for training may be required a couple of times per year. This position will require you to have your own vehicle transportation to and from your home to the office.Other Duties:
