April 2027- March 2028 Request for Proposal Program Facilitation Services 1.
INTRODUCTION AND BACKGROUND
Randolph County Government, located in Asheboro NC, has developed a strong leadership program. The CORE Leadership Committee is currently seeking proposals from qualified firms or individuals to design, and facilitate the fifth Randolph County Leadership Academy (RCLA) cohort for county employees. RCLA is intended to build leadership capacity among current and emerging leaders within county government, strengthening organizational effectiveness and succession planning. The program will serve up to 25 participants per session, selected from various county departments. Participants may include supervisors, managers, and high-potential employees who want to grow their leadership capabilities. 2.SCOPE OF SERVICES
The selected facilitator shall provide the following services: A. Program Design and Curriculum Development- Develop a 11-month leadership curriculum, including attending graduation (April 2027
- March 2028), with monthly sessions in person (9-11am)

- Incorporate assessments (e.g., DISC, StrengthsFinder, 360-degree feedback) If additional cost associated, please include.
- Align content with public sector leadership competencies
- Sessions should incorporate the following Randolph County competencies: Change Management, Leading with Integrity, Managing Customer Focus, Managing People Negotiation Skills, Quality Management, and Team Leadership B. Program Delivery
- Facilitate monthly in-person sessions (minimum 2 hours each)
- Coordinate guest speakers or panel discussions as appropriate
- Help facilitate a group project for cohort and provide guidance, if needed C. Program Administration Support
- Provide all training materials, handouts, and assessment tools 3.
MINIMUM QUALIFICATIONS
- A minimum of five years of experience designing and facilitating leadership development programs, preferably in the public sector
- Demonstrated experience working with government agencies or similar organizations
- Relevant certifications or credentials in leadership development, organizational development, executive coaching, or related fields
- Ability to customize curriculum to meet the specific needs of county government 4.
PROPOSAL SUBMISSION REQUIREMENTS A.
Cover Letter- Brief introduction of the firm/individual and statement of interest

- Resume or bio of facilitator who will deliver the program
- Description of similar projects completed in the past five years
- At least three (3) professional references with contact information C. Program Approach
- Proposed curriculum outline with session topics and timeline
- Description of teaching methodology and delivery format
- Assessment tools to be used D. Cost Proposal
- Itemized budget including all fees, materials, assessments, and travel
- Payment schedule or terms E. Proposal Packet

EVALUATION CRITERIA
Proposals will be evaluated based on the following criteria:- Qualifications and Experience Depth of experience in leadership development for public sector organizations
- Program Approach and Curriculum Quality, relevance, and creativity of the proposed program design
- Cost Proposal Reasonableness and value of the proposed fees
- References Strength of references and demonstrated client satisfaction
- Presentation/Interview Randolph County Core Leadership Committee may elect to conduct in-person interviews.
