Fuel Assistance Program Director Southern New Hampshire Services, Inc. - 2.8 Manchester, NH Job Details Full-time $34.84 - $36.89 an hour 1 hour ago Benefits Employee assistance program Qualifications Social service program performance evaluation Driver's License Computer skills Teaching Process program evaluations Full Job Description Job Description The Fuel Assistance Program Director is responsible for the day-to-day workflow, planning, implementation and evaluation of all the various Energy Assistance and Crisis Prevention Programs including but not limited to: Low-Income Home Energy Assistance Program (LIHEAP), Electrical Assistance Program (EAP), Gift of Warmth, Neighbor Helping Neighbor, as well other assigned energy assistance and crisis prevention programing. The incumbent is also responsible for the day-to-day fiscal and program management effectiveness of these programs. This is to be accomplished in accordance with local, state and federal requirements with attention to the needs of the community.

Provides direct supervision to the Energy/Crisis Coordinator, FAP Accounts Payable, FAP Accounts Payable Assistant, and general supervision to all program staff.

RESPONSIBILITIES
Assesses staffing needs, designs job descriptions, interviews, hires, trains, evaluates and manages staff necessary to meet program goals and objectives in compliance with Agency personnel policies. Responds to all denial appeals in a timely fashion per state guidelines. Designs and implements a broad-based program-based outreach effort, which will encourage the maximum feasible participation of the lower-income community in program services, including public speaking and outreach events in coordination with the Marketing Director. Works with key personnel to develop appropriate work plans, timetables and internal operating policies and procedures that are in compliance with Agency and funding requirements to ensure progress toward meeting production goals. Devises, implements and monitors workable management information systems that are in compliance with Agency and funding source requirements for the purpose of tracking program activity. Maintains and tracks all payroll and staffing assignments to adhere to proposed budget Maintains a close working relationship with the Chief Operating Officer and is accountable for the fiscal management of staffing the program in accordance with the Agency's fiscal procedures. This includes but is not limited to, staffing budgets, and projections of future staffing needs. Works closely with the Chief Operating Officer by tracking the crisis funds expenditures for both counties. Develops appropriate work plans timetables and internal operating policies and procedures that are in compliance with agency and funding source requirements to ensure progress toward meeting production goals. Prepares weekly reports to the state and files accordingly with the Chief Operating Officer. Works with key staff to supervise the implementation of program work plans, meeting on a regularly scheduled basis. Support Energy/Crisis Coordinator with annually performance appraisals of site supervisors. Monitors production reports containing status of applications from all sites, Funds expended and other program production information and provides for review by the Chief Operating Officer. Provides a monthly/weekly accounting of all Energy/Crisis Programs. Assists with and is able to train in the use of all the various software products used in the performance of the program activities. Ensures program compliance with federal, state and agency rules and regulations. Develops and maintains a strong working relationship with clients, community agencies/organizations, contractors, supplier/vendors and funding source personnel. Keeps current on most recent rules and regulations governing program administration and acquaints department personnel with same in a conscientious manner. Maintains a working relationship with governmental officials, local boards and agencies in developing and managing the programs. Works with the Chief Operating Officer when needed to prepare, write and organizes proposal applications and grants in accordance with approved Agency and funding source procedures. Provides public information, news releases and meets advertisement requirements to the general public through media sources. Will maintain professional boundaries with all current, past, and prospective clients, and maintain the confidentiality of clients and staff, in accordance with CAPHR policy and procedure. Abide by all CAPHR Safety policies and procedures. Present professional and positive image as a representative of CAPHR. Responsible for having adequate knowledge of all CAPHR programs to make referrals to other CAPHR programs which are beneficial to the client and his/her family. Must possess a valid driver's license and be able to travel when needed Perform other related duties as required.
REQUIRED SKILLS AND ABILITIES
Must be familiar with the management of federally funded programs and have significant work experience in the design, implementation and evaluation of program effectiveness. Familiarity with general accounting practices, supervisory experience and reporting capabilities desired. Ability to communicate effectively orally and in writing is essential. Must be proficient in computer systems and software design in order to be able to learn, use and teach various programs used with the field applications. Must carry or obtain necessary certifications as required by program.
EDUCATION AND/OR EXPERIENCE
BA/BS with focus on business/human service administration. (Work experience may be considered in lieu of degree)
PREFERRED EXPERIENCE
