Picatinny Arsenal (NJ), Joint Base McGuire-Dix-Lakehurst (NJ) Position Overview We are seeking an experienced and highly motivated Program Manager to support a critical U.S. Army initiative at Picatinny Arsenal and Joint Base McGuire-Dix-Lakehurst, New Jersey. This individual will be responsible for providing overall leadership, program oversight, contract administration, and quality assurance for the successful execution of the Task Order. The ideal candidate will possess extensive experience managing Department of Defense (DoD) programs, weapons systems initiatives, or Military Munitions Response Programs (MMRP). The Program Manager will serve as the primary interface with Government leadership and will ensure all program objectives, deliverables, schedules, and compliance requirements are achieved efficiently and effectively. This role requires a strategic leader with strong communication, organizational, and project management capabilities who can successfully coordinate multidisciplinary teams in a dynamic federal contracting environment. Key Responsibilities
  • Provide overall management, direction, and leadership for all Task Order activities and personnel.
  • Serve as the primary point of contact between the contractor team and U.S. Army stakeholders.
  • Oversee program planning, execution, scheduling, staffing, and resource allocation to ensure mission success.
  • Ensure all contract deliverables, milestones, and reporting requirements are completed accurately and on schedule.
  • Implement and maintain quality assurance and performance management processes across all program activities.
  • Monitor operational performance, identify risks, and develop mitigation strategies to maintain program continuity and compliance.
  • Coordinate with Government personnel, subcontractors, and technical teams to ensure effective communication and operational alignment.
  • Ensure adherence to DoD policies, federal regulations, safety standards, and contractual requirements.
  • Lead program reviews, status meetings, and strategic planning discussions with internal and external stakeholders.
  • Support continuous improvement initiatives and drive operational efficiencies throughout program execution. Required Qualifications
  • Minimum of ten (10) years of professional experience supporting: o Weapons systems programs, o Department of Defense (DoD) programs, and/or o Military Munitions Response Programs (MMRP).
  • Demonstrated experience managing complex federal or defense-related programs and teams.
  • Bachelor's degree or higher in any discipline from an accredited institution.
  • Active Secret Security Clearance required at the time of hire.
  • Strong leadership, communication, analytical, and organizational skills.
  • Proven ability to manage multiple priorities in a fast-paced government contracting environment. Desired Qualifications
  • Project Management Professional (PMP) certification strongly preferred.
  • Prior experience supporting U.S. Army or other military branches.
  • Familiarity with federal acquisition processes, program lifecycle management, and DoD operational environments.
  • Experience leading cross-functional teams and managing large-scale technical or operational programs. Work Location This position supports operations at:
