Full-Time About ArcMorris ArcMorris is a nonprofit human services organization that has supported individuals with developmental disabilities in Morris County, NJ, for over 70 years. Our mission is to empower people with intellectual and developmental disabilities to make meaningful choices, live independently, and thrive in their communities. Position Overview Reporting to the Executive Director, the Chief Program Officer (CPO) is a senior executive responsible for overseeing all program development, operations, and organizational performance. The CPO ensures that programs are aligned with ArcMorris' mission, meet strategic goals, and achieve key performance indicators (KPIs). This role drives programmatic excellence by developing and implementing strategies, policies, and systems that support high-quality service delivery. The CPO works collaboratively with the Executive Leadership Team to support long-term planning, budgeting, and organizational growth. Additional responsibilities include staff leadership, cross-departmental coordination, external partnership building, and oversight of program budgets and compliance. Chief Program Officer Key Responsibilities Create and support a high-performing culture aligned with ArcMorris' vision, mission, and values. Coordinate with the Executive Director and program staff to develop inclusive program concepts and pilot projects that support the needs of individuals served. Oversee coordination, integration, and delivery of all programs, contracts, and services; promote collaboration across departments; ensure expectations of funders, partners, clients, and stakeholders are consistently met. Analyze and assess programs using collected data; implement corrective actions as required. Participate in organizational programmatic and operational decision-making. Establish timelines for program operations and ensure all milestones and goals are met within agreed-upon timeframes. Develop clear KPIs for each program aligned with current strategic objectives. Collaborate with the Executive Team and Board of Directors to develop long-term program goals, policies, and strategies that support organizational sustainability. Build and maintain an inclusive, equitable, team-based environment that fosters staff collaboration and motivation. Partner with the Executive Director, Chief Operating Officer, and Associate/Assistant Directors to assess departmental needs, support strategic plan implementation, and advance organizational initiatives. Represent ArcMorris and the Executive Team on committees, task forces, conference panels, trainings, and public engagements. Work closely with the Finance Department to develop and monitor program budgets, ensuring sound fiscal and systems management. Determine staffing plans necessary to achieve program goals; participate in hiring decisions for program personnel. Follow all ArcMorris policies, procedures, and guidelines. Perform other related duties as assigned. Chief Program Officer Qualifications Minimum of eight years of leadership experience within a nonprofit, government, or philanthropic organization overseeing multiple programs or contracts, ideally within services supporting diverse or developmental disabilities communities. Bachelor's degree in Social Work, Public Health, Business Administration, or related field; Master's degree preferred. Proven Record of Developing and tracking new programs. Supportive Employment and Pre-Vocation experience. Experience with residential programs. Minimum five years of experience working effectively with people with intellectual and developmental disabilities. Knowledge of behavioral support practices preferred. Strong time-management skills with the ability to multitask and prioritize work. High level of judgment, discretion, and ability to maintain confidentiality. Demonstrated progressive management and supervisory experience at a comparable level of responsibility. Ability to develop, implement, and manage budgets. Excellent verbal and written communication skills, including experience preparing surveys, strategic plans, evaluations, compliance documentation, and reports.
