Job Description

What You Will Do This position is open for external candidates only to apply. This position will be filled at either the Program Manager 1 or Program Manager 2 level, depending on the skills of the selected candidate. Additional job responsibilities (outlined below) will be assigned if the candidate is hired at the higher level. Program Manager 1: 87,800 - 143,000 Program Manager 2: 106,400 - 176,000 The W88 Systems Engineering Group (W-4) ensures the safety, reliability, and security of our Nation's nuclear stockpile for the entire weapon life cycle. The selected candidate will assist group management and senior program managers in the execution of programmatic scope. The Program Manager will provide leadership, vision, strategic and tactical planning, and overall direction for execution of the given W88 system portfolio, which requires multidisciplinary integration across multiple organizations.
What You Need Minimum Job Requirements:
Previous system engineering and/or operational experience is required.
Direct experience with the following:
Demonstrated knowledge of and experience with developing resource-loaded schedules with fixed milestones, and cost and schedule performance reporting. Demonstrated knowledge of and experience in applying project control principles, standards, terminology and using automated cost and schedule control tools including Earned Value Management Systems (EVMS) development, application and performance reporting. Demonstrated experience in managing cost and schedule commitments for large projects. Excellent organizational skills, attention to detail, and the ability to meet schedule and deliverables for multiple concurrent projects with a range of priorities. Experience in developing and maintaining effective customer relationships. Additional Job Requirements for the higher level: Demonstrated experience and leadership in developing and executing complex organizational interface agreements, funding cost models, or similar integration tools. Working experience in developing and presenting formal project or program reviews to stakeholders. Education/Experience Program Manager 1: Position requires a bachelor's degree in a related field from an accredited institution and 2 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation. Education/Experience Program Manager 2: Position requires a bachelor's degree in a related field from an accredited institution and 5 years of directly related experience; or an equivalent combination of education and experience directly related to the occupation.
Desired Qualifications:
Project Management Professional (PMP) Certification Working knowledge of nuclear weapons and NNSA facilities that support the U.S. stockpile Experience working effectively with
DOE/NNSA
personnel Experience in developing annual spend plans, Baseline Change Proposals (BCPs), and work packages to support programmatic scope. Knowledge of program management of scientific or engineering scope/discipline, including defining program work scope, schedules, budgets, priorities, and performance milestones; developing cost, scope and schedule baselines; reporting cost and schedule variance; and managing change control and risk. Active Q Clearance Work Location:
The work location for this position is onsite and located in Los Alamos, NM. All work locations are at the discretion of management.
Position commitment:
Regular appointment employees are required to serve a period of continuous service in their current position in order to be eligible to apply for posted jobs throughout the Laboratory. Clearance:
Q (Position will be cleared to this level). Selected applicants will be subject to a background investigation conducted by or on behalf of the Federal Government, and must meet eligibility requirements• for access to classified matter. This position requires a Q clearance, and obtaining such clearance requires US Citizenship except in extremely rare circumstances. Dependent upon the position, additional authorization to access classified information may be required, which may or may not be available to dual citizens. Receipt of a Q clearance and additional access authorization ultimately is a decision of the Federal Government and not of Triad. •Eligibility requirements: To obtain a clearance, an individual must be at least 18 years of age; U.S. citizenship is required except in very limited circumstances. See DOE Order 472.2 for additional information.
New-Employment Drug Test:
The Laboratory requires successful applicants to complete a new-employment drug test and maintains a substance abuse policy that includes random drug testing. Although New Mexico and other states have legalized the use of marijuana, use and possession of marijuana remain illegal under federal law. A positive drug test for marijuana will result in termination of employment, even if the use was pre-offer.
