Strategic Program Lead

Responsible for leading a team of professionals in the development, establishment, and execution of ASM Research corporate initiatives. That includes coordinating and supporting opportunities to improve day-to-day in how the company executes delivery, mobilization, and delivery sales activities. Responsible for staff augmentation and resource management for teams aligned to assigned program initiatives. Accountable to oversee results of project teams. May have primary responsibility for program growth and may be simultaneously involved in several programs and/or projects. Responsible for the administrative/project leadership of assigned initiatives within the Solution program guidelines set by the Executive team, and support mobilization activities as required. + Establish a project planning that includes requirements, communications, and activities to achieve project/program objectives. + Identify, coordinate, and lead (as required) stakeholders to achieve project/program objectives + Maintains timekeeping compliance to include accurate time charging, timecard corrections, charge code management, generating timekeeping reports for Accounting & Finance, and reviewing program-related AP invoices. + Performs charge authorization maintenance and labor category requirement management. + Ensures Project setup in resource and project tracking tools are completed, as well as verifying IWA and IWO establishment as needed. + Solicits feedback to ensure program/project requirements aligned to attaining objectives. + Communicate and escalate blockers, progress, and needs to ensure the success of achieving program/project objectives. + Functions collaboratively as part of a fast-paced, customer-oriented team and performs effectively as a member of a program team. + Builds and maintains working relationships with team members, vendors, clients, and other departments involved in the project. + Overseas, directs, and mentors subordinate staff; communicates job expectations and enforces organizational policies, procedures and core values; responsible for recruiting staff, approving timecards, and conducting performance reviews and disciplinary measures. + Ensures that goals or objectives of projects are accomplished within prescribed time frame and funding parameters. + Reviews quantitative/qualitative human resources market data. Provides consultation on important trend information and makes recommendations for project recruitment efforts. + Participates in the proposal process and contributes to critical milestones in the proposal process including storyboards, proposal technical approach, proposed staffing, and content development discussions, ensuring all deadlines are met. + Reviews and understands the solicitation documents (draft, final, Q&A, amendments, etc.) and assists with developing key proposal artifacts. + Supports the business development department by doing data analysis, data consolidation, running meetings, helping capture managers access resources and driving the administrative activities related to business development. + Ensures that programming activities operate within the policies and procedures of the organization and complies with all relevant legislation and professional standards. + Coordinates the delivery of services among different program activities to increase effectiveness and efficiency. + Typically, the deputy on a very large program or the manager for two to three Delivery Leads. •Minimum Qualifications•+ Bachelor's degree in IT, Cyber Security Business, Engineering, Management or a related field. + PMP or ITIL preferred + 3-5 years in an operational type of role as either in leadership or as a
