Job Description
DEFINITION
The Nevadaworks Youth Workforce Director leads Nevadaworks' youth strategy, Youth Hub operating model, WIOA Title I grant administration, contract-performance monitoring, performance management, and regional partner coordination for a multi-service program serving Opportunity Youth across Northern Nevada. This role requires a leader who combines deep knowledge of workforce development and youth services with the cultural competence, community presence, and relationship-building skills needed to make the Nevadaworks Youth Workforce trusted by young people who have historically been left out of traditional systems. The Nevadaworks Youth Workforce Director directly supervises Nevadaworks employees assigned to the Youth Program who report to this position, coordinates shared-site operations, monitors contracted service-provider performance, builds and maintains critical partner and employer relationships, and ensures Nevadaworks' youth initiatives align with WIOA Title I Youth requirements and the Nevadaworks Youth Program innovation ecosystem.ESSENTIAL
FUNCTIONSProgram Leadership and Operations Lead Nevadaworks planning and implementation for the Youth Program and coordinate the Youth Hub shared-site operating model. Oversee staffing for Nevadaworks employees who report to this position, outreach strategy, partnerships, shared-site coordination, and contracted-provider performance throughout Northern Nevada. Coordinate the development of, and monitor compliance with, approved shared customer-experience standards so services are welcoming, youth-friendly, easy to access, and focused on building trust with young people. Coordinate a no-wrong-door approach that helps youth connect to employment, education, training, and supportive services across participating organizations. Administer Nevadaworks' WIOA Title I Youth grant responsibilities and monitor contracted-provider compliance with applicable federal, state, local, funder, and Nevadaworks requirements. Use proven youth workforce practices, performance data, and participant feedback to strengthen the operating model and improve the youth experience Staff Supervision and Development Hire, train, supervise, coach, and evaluate Nevadaworks employees assigned to the Youth Program who report to this position. Set clear job expectations, performance goals, and supervision schedules for Nevadaworks employees who report to this position. Build a positive, trauma-informed, inclusive, and youth-centered culture among Nevadaworks Youth Program staff. Provide Nevadaworks Youth Program staff with ongoing training, support, and professional development. Model respectful and effective communication with youth, staff, partners, and employers. Authority and Relationship Boundaries Contracted service providers and partner organizations remain the employers of their personnel and retain responsibility for staffing, schedules, personnel actions, and day-to-day supervision. Contracted providers retain operational responsibility for participant eligibility, enrollment, assessment, individual service strategies, case management, service delivery, documentation, EmployNV data entry, work-based learning administration, and follow-up services as assigned by contract. The Director may communicate and monitor expectations established in approved plans, policies, contracts, and shared-site protocols; provide technical assistance; and escalate corrective action through authorized Nevadaworks channels and the provider's designated manager. The Director collaborates with, but does not independently direct or govern, Nevadaworks Business Services, Industry Sector Partnerships, the Youth Council, contracted providers, or external partner organizations. Nothing in this description delegates Board, CEO, fiscal, procurement, contracting, signature, or personnel authority not separately assigned in writing. Partnerships and Employer Engagement •Coordinate with Nevadaworks Business Services and Industry Engagement staff and work through Nevadaworks' employer-led Industry Sector Partnerships to: Build and maintain youth-focused relationships with employers, schools, colleges, workforce partners, and community organizations in coordination with assigned relationship owners. Help develop internships, apprenticeships, paid work experiences, job shadowing, and employment opportunities; contracted providers retain participant eligibility, matching, documentation, payment, and follow-up responsibilities. Coordinate referral processes with community partners through the approved referral system, currently ATLAS, while EmployNV remains the system of record for WIOA participant eligibility, services, and outcomes. Represent Nevadaworks at meetings, community events, board presentations, and regional convenings as assigned or authorized by Nevadaworks leadership. Serve as staff liaison to the Nevadaworks Youth Council and support its work under the direction and authority of the Nevadaworks Board. Support youth participation and ensure youth feedback is included in program planning and improvement. Performance, Data, and Compliance Evaluate youth outcomes and contracted-provider performance, including employment and education placement, credential attainment, earnings, and measurable skill gains. Monitor contracted-provider performance for participant eligibility, enrollment, assessment, case management, service delivery, documentation, EmployNV data entry, work-based learning administration, and follow-up services; providers retain operational responsibility for those functions. Monitor whether contracted providers maintain complete, accurate, confidential, and audit-ready participant records, and route deficiencies through established monitoring and corrective-action processes. Review program and provider performance data and youth feedback to identify service gaps and improve program performance. Prepare reports, updates, and presentations for Nevadaworks leadership, the Youth Council, funders, and partners. Support monitoring visits and audits and, when assigned by Nevadaworks' designated compliance authority, coordinate specific reviews; recommend and track corrective actions through authorized Nevadaworks contracting and compliance channels; and provide technical assistance as appropriate. Budget and Resource Management Develop, recommend, and monitor the approved Nevadaworks Youth Program budget in partnership with Nevadaworks leadership and Finance. Review Nevadaworks program spending and contracted-provider expenditure reports with Finance and the designated contract authority against approved budgets, including staffing costs, participant support, supplies, contracts, and other expenses. Monitor the use of program funds and elevate potential issues through established fiscal and compliance channels. Support grant reporting, funding proposals, contract management, and long-term program sustainability; fiscal commitments, applications, agreements, and signatures remain with designated authorities. Other Responsibilities Travel throughout Northern Nevada to attend meetings, conduct outreach, and visit partners. Maintain reliable attendance and respond to Nevadaworks Youth Program operational needs. Perform other related duties as assigned.KNOWLEDGE AND

Monitor program and contracted-provider performance and use data and youth feedback to recommend improvements. Monitor provider record quality, confidentiality, EmployNV data accuracy, and audit readiness through established oversight processes. Prepare reports, presentations, budget recommendations, and program updates. Manage multiple priorities, meet deadlines, and respond to changing program needs. Communicate effectively, both orally and in writing, with youth, staff, leadership, partners, and the public. Exercise good judgment, maintain confidentiality, and work independently and as part of a team. Travel throughout Northern Nevada for outreach, meetings, events, and partner visits.EDUCATION AND EXPERIENCE
Any combination of training and experience that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be: Bachelor's degree in social work, education, workforce development, public administration, or a closely related field; master's degree preferred. A minimum of five (5) years of progressive experience in youth workforce development, social services, or education, including at least two years in a supervisory or program management role. Deep understanding of the barriers facing Opportunity Youth, including the intersecting challenges of housing instability, justice involvement, foster care, and educational disconnection. Demonstrated experience administering or overseeing WIOA-funded programs or similar youth initiatives. Strong employer engagement and partnership development skills, with the ability to represent the Youth Program credibly with employers, community leaders, and government stakeholders. Proven ability to lead Nevadaworks teams and coordinate diverse, multidisciplinary partner teams in high-stakes, fast-paced environments. Exceptional communication skills across youth, board, and federal audiences. Qualifying experience may substitute for education on a year-for-year basis.TYPICAL PHYSICAL REQUIREMENTS
Work is generally performed in an office, community, or Nevadaworks Youth Hub setting. Ability to sit, stand, walk, bend, reach, and move throughout the workday. Ability to use a computer, telephone, and standard office equipment for extended periods. Ability to communicate clearly in person, by telephone, and through virtual meeting platforms. Ability to attend meetings and events at different locations throughout Northern Nevada. Ability to occasionally lift, carry, push, or move materials and equipment weighing up to 25 pounds. Ability to work occasional evening or weekend hours for outreach activities, community events, and program needs.
