Job Description
MTSI is seeking a Program Manager Support SME to support the Multifunction RF Integrated Capabilities Team (ICT) within
AFLCMC/WA
at Wright‑Patterson AFB, Ohio. The selected candidate will provide program management support to a horizontally aligned team responsible for planning, integrating, and synchronizing multifunction RF capabilities across multiple platforms and modernization efforts. This role supports new and ongoingAFLCMC/WA
Fighters and Advanced Aircraft enterprise activities and requires involvement across the full acquisition lifecycle, including program planning, requirements development, schedule and risk management, foreign disclosure support, test plan integration, configuration management oversight, production and manufacturing planning, quality assurance coordination, and sustainment/logistics tracking. Candidates must demonstrate strong cross‑platform coordination skills , including the ability to integrate program activities across multiple aircraft platforms, mission areas, and stakeholder organizations. The position requires navigating interdependencies, aligning priorities among diverse technical and program teams, and ensuring capability development efforts remain synchronized across the enterprise. Candidates must apply sound program management and acquisition practices in a cross‑platform, enterprise environment rather than traditional platform‑specific structures. Preferred candidates will have a strong understanding of the DoD acquisition process and familiarity with current and emergingAFLCMC/WA
enterprise initiatives and modernization activities. The position requires demonstrated ability to independently perform program management support functions within a multifunction RF, horizontally integrated enterprise setting. Experience contributing to integrated capability development, cross‑cutting acquisition efforts, or enterprise‑level coordination is highly desirable.Responsibilities:
- Apply working knowledge of DoW acquisition processes and analytical methods to gather, analyze, and present information needed by program managers, ICT leads, and other stakeholders supporting horizontally integrated capability development.
- Use integration, communication, coordination, organizational, and planning skills to support technical and acquisition activities across multiple functional areas, helping ICTs align capability efforts across platforms.
- Identify issues and recommend practical solutions related to acquisition effectiveness, compliance, and cross‑platform integration within the ICT environment.
- Assist in developing and drafting clear and accurate acquisition documentation that supports ICT objectives, cross‑system applicability, and enterprise alignment.
- Interpret relevant department and center digital transformation guidance and support implementation efforts tailored to ICT portfolio needs.
- Organize, track, and coordinate assigned program management tasks and ICT activities to help maintain synchronized capability development across platforms.
- Support program/project integration activities, including ICT-driven horizontal integration, cross‑platform coordination, and collaboration with multiple stakeholder groups.
- Develop and update a program's Integrated Master Schedule (IMS), ensuring dependencies account for ICT activities and cross‑platform integration requirements.
- Apply program management and basic systems engineering principles to ICT projects and acquisition challenges, providing informed input to project leads and engineers.
- Assist program leadership and ICT leads by providing analysis and recommendations related to capability development, demonstrations, and integration across multiple systems.
- Monitor program information assurance activities associated with classified networks and provide status updates to the program manager and ICT leadership as required.
- Support the program director and ICT leadership during high‑level meetings, reviews, integration forums, inspections, conferences, and milestone events tied to cross‑platform capability development.
- Coordinate interactions and maintain productive working relationships between the program office, ICTs, government organizations, contractors, and higher headquarters to support horizontally integrated capability initiatives.
- Coordinate and collaborate with various stakeholder across multiple systems, technologies, and organizations.
Qualifications:
- Possess a minimum of twenty (20) years of relevant Department of War (DoW) work experience
- Have no less than three (3) years' experience in a Special Access Program (SAP) and/or Sensitive Compartmented Information (SCI) environment within the last five (5) years
- MS/MA or higher in management, business, accounting, finance, logistics, or a STEM discipline or an MBA.
