Chief Executive Officer (CEO) Job Summary The Program Specialist is responsible for oversight of program implementation, service documentation, and regulatory compliance for individuals receiving services through The L.I.F.E. Group. This role ensures that services are delivered in accordance with Individual Support Plans (ISPs) and in compliance with applicable Pennsylvania regulations. The Program Specialist provides direct oversight of residential and community-based programs through routine monitoring, documentation review, and on-site visits. This position plays a key role in supporting quality service delivery, staff accountability, and the protection of individual rights, health, and safety. The Program Specialist also supports continuous quality improvement through auditing, training, and collaboration with administrative and program staff. Responsibilities Program Oversight & Compliance Ensure services are implemented in accordance with each individual's ISP, including outcomes, preferences, and support needs Monitor compliance with applicable state regulations, documentation standards, training requirements, and service delivery expectations Conduct ongoing compliance monitoring across assigned programs Identify, document, and escalate compliance or operational concerns to leadership Documentation Review & Progress Monitoring Conduct regular review of service documentation to ensure: alignment with ISP outcomes accuracy, completeness, and timeliness compliance with regulatory requirements Develop and submit progress reports reflecting individual outcomes and service effectiveness Ensure documentation reflects meaningful participation, skill development, and community integration Complete required assessments in accordance with program and regulatory expectations Home & Site Oversight Conduct regular site visits across assigned residential locations on rotating days and shifts, including evenings and weekends as needed Complete oversight reports within required timeframes
Monitor:
staff performance and engagement health, safety, and environmental conditions implementation of supports and daily programming Conduct periodic compliance monitoring of program and medical records Medication & Health Oversight Review medication administration records for accuracy and compliance Collaborate with nursing and program leadership regarding medication concerns or discrepancies Obtain Medication Administration Certification within required timeframes Oversee and monitor health-related risk tools, ensuring: completion and updates as required alignment with health supports and service needs Training & Staff Development Facilitate ISP-related training for staff Identify, coordinate, and/or facilitate trainings needed to support staff in effectively working with individuals Ensure staff demonstrate competency in implementing ISP outcomes and behavioral / health supports Collaborate with internal leadership on workforce development initiatives Program Coordination & Team Collaboration Support staffing coordination in collaboration with program leadership Ensure required staff meetings and compliance reviews are conducted Collaborate with interdisciplinary team members, including: program leadership nursing behavioral support HR / administrative staff Meetings & Communication Coordinate with external and internal team members and attend required meetings, including: ISP meetings quality-related meetings administrative meetings as assigned Ensure required documentation is obtained and filed appropriately Communicate program updates, risks, and needs to leadership and relevant team members >

Support implementation of the agency's Quality Management plan Monitor trends related to documentation, compliance, and service delivery Participate in corrective action planning and performance improvement initiatives Ensure systems are in place to maintain compliance and improve outcomes Work Requirements & Availability Must have reliable transportation and the ability to travel to assigned residential homes and community locations as required Must be able to conduct in-person visits across varying days and shifts, including evenings and weekends as needed Must be available to respond to urgent situations and emergencies, including providing on-site support when necessary Must be able to attend important appointments and meetings for individuals, where applicable Must consistently fulfill all in-person and on-call responsibilities associated with program oversight and operations Professional Responsibilities Maintain working knowledge of applicable state regulations, documentation standards, and program expectations Protect and promote individual rights, dignity, and person-centered practices Ensure confidentiality in accordance with HIPAA and organizational standards Skills & Abilities Strong knowledge of service delivery expectations and compliance standards Ability to audit documentation and identify compliance risks Excellent organizational, analytical, and problem-solving skills Effective communication and leadership abilities Ability to work independently and manage multiple priorities Proficiency with electronic documentation systems Education & Experience Bachelor's Degree in Human Services or related field preferred Minimum 2-3 years of experience working with individuals with Intellectual Disabilities and/or Autism Experience in residential services strongly preferred Certification Requirements Must obtain Medication Administration Certification within required timeframes Additional certifications preferred or as required by the organization The L.I.F.E.
