Job Description

UPMC Western Behavioral Health in partnership with Westmoreland County are excited to open our new Westmoreland County Crisis Walk-In facility and are looking for a Program Manger to join the team! Westmoreland County Crisis is a 24/7 facility providing support and care to individuals experiencing self-identified crisis through resources, respite, and referrals to mental health treatment and other providers. As program manager, you are responsible for administrative and clinical leadership and direction of our new facility. This includes the conceptualization, organization, and implementation of the program. Additionally, being responsible for coordinating the overall direction of the program in collaboration with all other leaders.
Responsibilities:
Monitor program productivity on a regular basis. Conducts individual evaluations of staff and volunteer performance within the set time period. Supervise training and orientation to all new staff and ongoing training to current employees as per Regulations. Provide clinical/administrative supervision to supervisors, and other program staff as needed on a weekly basis. Develop and support team morale, wellness, and safety practices, including both system initiatives as well as program level initiatives. Conducts all hiring, promotions, and disciplinary action for program staff. Oversee, direct, and coordinate all day-to-day functions of the program. Manage both clinical and administrative issues related to service delivery with other Program staff. Ensure program practices adhere to regulation and compliance requirements. Conduct interviews with candidates and review potential employees with a Human Resources representative. Work collaboratively with Clinical Administrator to develop and expand the program to meet the needs of the target population as it corresponds to the overall vision of UPMC. Conducts an evaluation of program goals from previous year, identifying accomplishments and areas of need to be used in strategic planning for the next fiscal year. Demonstrates compliance with Program and Institute policies and procedures. Provides or coordinates effective group training and individual supervision for all program staff and volunteers. Work directly with the Department of Human Resources (HR) to screen candidates for positions within the program. Develops, monitors, and maintains the Program within the proposed budget Participate in internal, external and community meetings as deemed necessary by supervisor. Manage and oversee the flow of clinical paperwork related to service delivery. Manage programmatic issues related to all services. Monitor and manage all cases that are either entering or are currently in services. Defines annual strategic goals, which coincide with the mission of the business unit. Develops outcome procedures demonstrating program effectiveness. Develops procedures and a reporting structure to measure quality of care. Masters Degree in a human or behavioral health services field with a minimum of five years experience or Bachelors and 7 years experience in human services or behavioral health setting.

At least two years supervisory experience preferred. Clinical experience in a psychiatric setting with knowledge of psychiatric assessment, diagnosis, family, individual and group treatment. License in Social Work, Professional Counseling, Marriage and Family Therapy, or Nursing, or Psychology preferred.
