Immediately Job DescriptionThis position is responsible for planning, developing, implementing, assessing, coordinating and supervising program services for the Department of Teaching and Learning.
ESSENTIAL FUNCTIONS
Administers assigned program area (e.g. designs, implements, directs and maintains program services; oversees program policies and procedures development) for providing related services. Collaborates with other internal and external stakeholders to expand the collective capacity and provide professional learning that is aligned to the critical goals for student success and engagement. Challenges the Department of Teaching and Learning to take risks, move at a rapid pace, engage in teamwork, and act with a sense of purpose and urgency in the shared work of creating high quality professional services. Coordinates service-delivery model and provides oversight of department (e.g. long- and short-term planning; program evaluation and goal setting; preparation and management of program budget including various funding sources) for providing effective programming to stakeholders. Oversees program related data collection and preparation (e.g. development and maintenance of data collection methodologies; data verification) for the purpose of submitting required reports for Federal, State and Local government. Oversees program resources (e.g. program equipment, materials, inventory) to ensure effective and efficient utilization. Oversees the selection, assignment, orientation, evaluation, support and supervision of program staff (e.g. maintaining staff records to include leaves of absence, leave requests, travel expenses, certification verification; overseeing staff payroll authorizations, terminations and contract implementation) for the purpose of providing program specific human resource management. Prepares and oversees program budget and allocates funds (e.g. coordinates requests; allocates funds within budgetary fiscal restraints; implements budgetary control functions; adheres to all IU bidding and purchasing policies, regulations and procedures) for the purpose of providing program services aligned with the program budget. Implements program services and provides oversight to ensure compliance with Delaware County Intermediate Unit board policies, administrative guidelines, division goals, PDE, and Federal, State and Local laws, and administrative guidelines. Researches and attends relevant trainings to support DCIU as a provider of multi-faceted, evidence-based programming. Leads the development of content for school administrators, educators, paraprofessionals, and parents. Enhances current training models so that critical topics are integrated and cohesively designed for consumers. Engages in DCIU's Continuous Improvement Process by systematically and continuously monitoring goals to ensure that activities are related to outcomes. Participates in DCIU work groups to facilitate the attainment of organizational and department goals. Performs other related duties as assigned and necessary.
Education Required:
Master's degree in related field (e.g. Education, Curriculum and Instruction, Special Education)
Certification Required:
PDE teaching certification in K-12 subject area; Supervisor certificate in related field (e.g. K-12 Principal, Curriculum and Instruction, or Special Education).
Experience Preferred:
Seven years of teaching and/or supervisory experience in a school or Intermediate Unit Setting. K-12 Administration experience leading school improvement process and implementing PA Continuous Improvement framework.
Other Qualifications:
Oral and written communication skills, computer literacy, strong organizational skills, must use tact and diplomacy, acts as leader on equity issues. Excellent decision-making skills; Ability to relate to and function effectively with people of varying background and position. Ability to communicate effectively and possess a positive and professional attitude toward duties and responsibilities. Evidence of high personal esteem and integrity and the highest level of honesty, trust and business acumen.
