- Job Summary This position will be primarily responsible for provider oversight and contract compliance.
In addition, the role will involve direct engagement with contracted providers to address concerns, offer guidance, and support collaborative relationships. The individual in this role will serve as a key liaison with our providers, working to strengthen relationships and promote quality service delivery. This position also involves critical Quality Assurance work, working with the unit to improve overall agency program functioning. The independent work also entails the coordination, and implementation of program improvement initiatives within the agency. The incumbent is responsible for making independent decisions, with oversight from the Quality Assurance Supervisor and Quality Manager. Decisions must be made on a wide variety of issues that influence staff across all levels of the agency. Finally, the incumbent consults with his/her QA Supervisor on his/her general direction and/or intended actions. The work of the Quality Assurance Worker involves moderate risk exposure and opportunity for error, due to its primary responsibilities of Quality Assurance controls and managed care operations. Failure to identify gaps in services and internal procedures by the Quality Assurance unit could result in an overall negative impact on both the employees and clients of York County Children and Youth Services. Responsibilities Act as Children and Youth informational persons for all agency staff regarding specific provider relations and specific QA monitoring of providers in conjunction with the Contracting department. Interpret numerous state regulations. Evaluate new state regulations for their impact on functioning of agency programs. Be responsible for the implementation of the new initiatives/programs and quality control mechanisms particularly focused on provider quality management and performance-based contracting. Understand program functions and integrate them with agency mission. Demonstrate knowledge of dealing effectively with sensitive issues and people. Share knowledge and instruct subordinates in the performance of their duties and responsibilities. Monitor the outcomes and service delivery of contracted providers. Assist in the collection of information for the annual Implementation Plan and Needs-Based Budget in collaboration with senior management. Conduct quality reviews of provider services in conjunction with other county human service agencies. Act as liaison between line staff, providers, and other parties to resolve problems that arise with individual cases. Act as liaison between line staff and contracting department to ensure communication of concerns/strengths of providers. Accompany contracting department in annual negotiations of contracts with service providers. . Ensure that a consistent and quality service of service providers is available to staff. Work collaboratively with all agency staff on the action plans to improve the quality of their service delivery. Conduct random quality reviews of cases in collaboration with other QA staff members. Assist QA Supervisor in periodic tasks and assignments. Work collaboratively with staff to identify service gaps and utilize QA staff to develop and implement new initiatives to address those gaps. Analyze program policies and procedures so they are implemented as designed. Identify sources of problems, conduct research to recommend or take action to resolve difficulty; coordinate with other work units to resolve problems. Seek ways of increasing efficiency and effectiveness within the QA Team and the agency as a whole. Daily efficient and collaborative contacts must be made with agency staff on all levels, particularly management. Represent the Agency with county health providers, managed care companies, and the Court system with respect to the special behavioral, physical, or dental health needs of YCCYS children. Participate on statewide committees for the Program Improvement Plan, Child and Family Service Review, and other child welfare initiatives. Maintain professional, effective working relationships with County, State, and Agency representatives. Demonstrate professional and courteous communication skills during interaction with individuals when communicating in person, by telephone, and by email. Specific and clear instruction is provided to staff members to ensure staff understands what is expected with respect to program assignments and administrative requirements. Ensure that individuals are treated and services are provided in an equitable manner. Perform other duties as assigned. Essential Requirements A Bachelor's Degree and two years of professional level experience in the field of children, youth and families; or any equivalent combination of experience and training. Knowledge of basic management principles and practices. Ability to communicate clear and pertinent statements both orally and in writing. Ability to establish and maintain effective working relationships with departmental staff and other agencies. Ability to work independently as well as collaboratively with minimal supervision. Demonstrated experience in all aspects of office operations and procedures. Ability to manage time, handle multiple tasks at one time, evaluate progress and adjust activities to complete work within established timeframes. Effective organizational skills.
