Duties Description The incumbent of this position will report to the Public Assistance Administration Unit within the Office of Disaster Recovery. Duties include but are not limited to the following:
  • Understand and be conversant in federal regulations, policy, and guidelines related to the various disaster assistance programs to include the Robert G.
Stafford Act, 44 Code of Federal Regulations (CFR), FEMA policy and guidance, U.S. Small Business Administration Disaster Assistance Program, Office of General Services procurement policies, Office of the State Comptroller policies, Division of the Budget policies and related information as appropriate.
  • Provide management level oversight for federal disaster assistance grants to repair and replace infrastructure and implement 406 mitigation measures in future disasters.
  • Develop and understand program policy and priorities in support of DHSES Disaster Recovery Program goals.
  • Provide direct guidance to DRP Leadership, DHSES Executives, the Governor's Office, state agencies, local governments, and not-for-profit organizations on Disaster Recovery program objectives, strategies, rules and regulations.
  • Develop new statewide objectives and priorities as needed.
  • Function as primary subject matter expert, consultant and interpreter on all applicable State and federal laws, rules, regulations, policies and protocols. Analyze legislation and act as a resource for internal staff, program associates and other stakeholders.
  • Initiate, participate in discussions, and monitor trends on policy and program changes and implications for states and subgrantees with administrators and program leads in
FEMA HQ, FEMA
regions, and other states.
  • Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary and not for profit organizations and staff.
  • Interface on a regular basis with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
  • Develops and understands program policy and priorities in support of DHSES Disaster Recovery Program's goals.
  • Serves as the primary subject matter expert, consultant, and interpreter on all applicable State and federal laws, rules, regulations, policies, and protocols.

  • Provide direct guidance to DHSES Executives, the Governor's Office, state agencies, local governments, and not-for-profit organizations on Recovery program objectives, strategies, rules, and regulations.
  • Review work products for accuracy, consistency, and compliance with FEMA, State, and DHSES requirements; provides corrective guidance as needed to ensure quality outcomes.
  • Ensure compliance with federal and state requirements to mitigate risk to funding, project eligibility, and program timelines.
  • Establish and monitor FEMA program deadlines and reporting requirements, and communicate regularly with FEMA, state, local, voluntary, and not for profit organizations and staff.
  • Serve as a State, DHSES, Public Assistance, and applicant advocate in meetings with FEMA, applicants, State agencies, and local government officials, and communicates issues and observations to DHSES leadership.
  • Interface regularly with FEMA and regional staff to facilitate rapid resolutions to emerging issues and ensure that program objectives are met.
  • Exercise independent judgment in resolving programmatic and operational issues, escalating matters to executive leadership when necessary.
  • Oversee the development and delivery of training to ensure unit proficiency, timely completion of mandatory training, and adherence to program requirements.
  • Develop and deliver training and presentations on Disaster Recovery Programs in a wide variety of national or regional professional forums to peers, elected officials, local and non-profit organizations.
  • Perform other duties and special projects as required.
  • Manage permanent, temporary and contractor staff to ensure consistency and quality of program administration and support.
  • Supports and staff active Disaster Assistance Centers and Federal/State Joint Field Offices and serve as a lead state recovery program representative or in other leadership roles during active disasters.
  • Travel may be required, including during evening and weekends, approximately 10% depending on mission and assignment.
Possession and maintenance of a valid Driver's License issued by the Department of Motor Vehicle is required, or otherwise demonstrate the capacity to meet the transportation needs of the job. The minimum qualifications required for this vacancy. Minimum Qualifications
NON-COMPETITIVE
Ten years of professional level experience
  • in the administration of complex federally funded emergency management, disaster assistance and disaster recovery programs in one or more of the following areas, including two years of management experience,
  • and three years of supervision of subordinate professional staff:
  • Financial Administration including the implementation of policies and procedures for financial management, application review and processing, regulatory compliance and accountability monitoring, oversight of grant application processes, appropriation and disbursement activity.
  • Planning, implementation and coordination of public assistance grant programs involving supplemental reimbursement for the repair and/or restoration of infrastructure and facilities to pre-disaster condition and assistance with mitigation measures during the recovery process.
  • Planning, implementation and coordination of hazard mitigation assistance programs enabling communities to implement long-term hazard mitigation measures resulting from natural or man-made disasters.
  • Planning and implementation of technical assistance programs targeted to agencies and individuals working collaboratively to assist disaster victims.
  • Substitution:
    Bachelor's degree may substitute for four years of general experience; master's degree or juris doctorate may substitute for an additional year of general experience.
  • Management experience is defined as direct leadership, management, and strategy execution for an identifiable organizational unit or program which includes direct management of program planning, development, resource allocation, monitoring, evaluation, research and analysis, and policy formation.
