Full-time Position Summary:
This position will report directly to KSHC's Director of Community Engagement and work closely with the homelessness and housing providers located in Douglas County, Kansas and with KSHC's Coordinated Entry System/Homeless Management Information Service teams. The Douglas County Regional Coordinator's primary purpose is to support the maintenance of the data integrity of the Kansas Balance of State Continuum of Care (CoC) Homeless Management Information System (HMIS), the Coordinated Entry System (CES) for Douglas County, according to HUD standards/Built for Zero by-name list principles and coordinate the County's response to homelessness. The Douglas County Regional Coordinator will frequently review and provide technical support for agency and individual service provider operations within the region to ensure data integrity of all CoC, CES and HMIS functions and will provide technical assistance to homelessness and housing providers in Douglas County who wish to apply for CoC funds. Responsibilities (include but not limited to the following): Facilitate and plan agenda for monthly regional meetings. Facilitate CES Case Conferencing and case coordination meetings, to occur as needed by the region, with organizations to meet the goal of functional zero for those experiencing homelessness in Douglas County. The Douglas County Regional Coordinator will oversee the functional operation of the Coordinated Entry System within Douglas County such as identifying those experiencing homelessness/at risk from initial contact, diversion, conducting CES assessments, complete CES data entry, providing CES referrals, and coordinating the enrollment in a housing program or finding another permanent solution. Assist with sending and tracking CES referrals within Douglas County. Assist homeless service providers within CES access sites throughout Douglas County to ensure compliance of HMIS, HUD and operational standards according to the KS BoS

Policies and Procedures and Written Standards. Lead Douglas County/City of Lawrence System Strategic Planning focus area in support of the Housing and Homelessness Strategic Plan and assist in the development and implementation of strategies designed to reduce homelessness in Douglas County, in consultation with the KSHC Leadership Staff. Assist in the Built For Zero efforts on behalf of Douglas County and adhere to BoS benchmarks, best practices, and key performance measures as mandated by HUD, the KS BoS CoC, CES and HMIS. Provide support to the data and strategy needs of the Kansas Balance of State Continuum of Care. Support implementation of the
HMIS/CES
Policies and Procedures within the KS BoS Douglas County Region and report needed policy revisions to supervisor. Assist CES participating agencies within Douglas County as needed to ensure full participation in CoC efforts. Understand and offer referrals to training and other information to support end-user success in the
CES/HMIS
system. Monitor compliance with grant and reporting provisions.
  • The Douglas County Regional Coordinator will engage in landlord engagement activities in partnership with the Lawrence Douglas County Housing Authority and the Housing Stabilization Collaborative in the County and coordinate with other counties in Kansas to track outcomes in a landlord engagement database.
Provide technical assistance to local non-profit homeless and housing providers who wish to apply for CoC funds or have CoC funds. Attend training and conferences relevant to the work of the regional coordinator and the Director of CES. The regional coordinator will develop and maintain an updated KS BoS CoC regional plan for Douglas County, facilitate the annual point-in-time (PIT) and housing inventory count (HIC), contribute to the gaps analysis and strategic plan for the CoC and the County. Oversee benchmarks and best practices as mandated by HUD and to the BoS CoC/CES/HMIS governance. The Douglas County regional coordinator will assist KSHC in writing the annual Collaborative Application for HUD funding and other duties as assigned. Other duties as assigned by the KS BoS CoC and Douglas County. Knowledge, Skills & Abilities
  • Knowledge of federal policy, program guidelines, documentation practices, and reporting procedures for HMIS and CES is highly preferred.
  • Ability to establish professional and productive relationships and work cooperatively with individuals, groups, businesses, and organizations.
  • Strong written, verbal, and presentation communication skills. Ability to communicate clearly.
  • Strong time management skills and the ability to multitask and prioritize in a fast-paced environment, while exercising sound judgment.
  • Strong data analytical skills and abilities.
  • Previous experience with HMIS databases.
  • Planning and organizational skills
  • Strong written and verbal communication skills.
  • General knowledge of municipal governments.
  • Proficient in computer operations as well Microsoft Outlook, Word, Excel, and PowerPoint. Training & Experience
  • Bachelors' degree or an equivalent combination of applicable training and experience is required. Strongly prefer a degree in fields related to Policy, Public Administration, Public Health, Business or Social Welfare/Work.
  • Minimum of 2 years of experience as a program coordinator, data analyst, or related professional experience.
  • Prefer candidates who have work experience in the homeless service field and/or have lived experience of homelessness.
Pay:
$50,000.00
