Lake Worth Beach, Florida Contract Position (1099 Independent Contractor) Lake Worth Beach Community Outreach seeks an experienced consultant to conduct a comprehensive feasibility study and develop a step-by-step implementation plan for potential early childhood education, VPK, childcare, afterschool, and family education initiatives in Lake Worth Beach, Florida.

WHY THIS MATTERS LWBCO
believes every child deserves access to educational opportunities, a sense of belonging, and Christ-centered support during their earliest developmental years. This consultant will help our organization responsibly explore how to expand literacy support into early childhood education while serving multicultural families with excellence, dignity, and sustainability. As part of this exploration, LWBCO is determining how to build a continuum of care for families—from early childhood development through ongoing academic and family support—so that children and families are not only served but also supported holistically over time.
BACKGROUND
Through our Family Ministries Multicultural Literacy & Learning Hub, LWBCO has provided literacy support for children and adults through Reading Club, English language learning, tutoring, and family-centered educational programming. As part of our next phase of growth, LWBCO is exploring the development of educational initiatives that may include: Preschool Voluntary Prekindergarten (VPK) Extended-day childcare School readiness programs Afterschool care and tutoring Literacy support initiatives Family-centered educational programming Summer enrichment opportunities Other culturally responsive early learning and academic support programs LWBCO is exploring how these efforts may align with broader educational supports and community partnerships as part of a holistic approach to community impact.

REQUEST FOR PROPOSALS
(RFP)
Project Overview:
LWBCO seeks proposals from qualified consultants to conduct a comprehensive feasibility study, including a step-by-step implementation plan for an on-site early childhood education hub in Lake Worth Beach, Florida. The study will include a plan to move LWBCO from its current state to a sustainable program launch by identifying the needs, resources, priorities, and necessary steps. The consultant will assess community demand, regulatory requirements, financial sustainability, facility readiness, staffing needs, partnerships, and implementation feasibility related to: Preschool programs Voluntary Prekindergarten (VPK) Wraparound childcare Extended-day educational care Afterschool care and tutoring Literacy support initiatives Family-centered educational support Summer enrichment opportunities Other sustainable educational ministry models The final proposal should include a clear, step-by-step roadmap from current readiness to program operation, including recommended phases, required approvals, facility needs, staffing needs, funding options and sources, launch timeline, and next action steps. Anticipated project timeline July-September 2026, unless otherwise negotiated. Scope of Work The selected consultant will evaluate and provide recommendations regarding: Community demand for early childhood services Demand for afterschool tutoring and educational support Feasibility of preschool and VPK programs Feasibility of extended-day childcare services Feasibility of afterschool care and tutoring programs Evaluation of sustainable wraparound educational support models Parent demand for full-day versus partial-day services Licensing and compliance requirements Facility readiness Financial sustainability Staffing requirements Community partnerships Organizational readiness Launch readiness Phased implementation options The consultant will also: Develop phased implementation recommendations Identify immediate, short-term, and long-term action steps Recommend which ministry models should begin first Identify required pre-launch milestones Assess organizational readiness for each phase Deliverables The consultant will provide: Stakeholder interviews/listening sessions Community needs assessment Facility readiness review Licensing and regulatory readiness recommendations Written feasibility study Startup budget recommendations Funding pathway recommendations Partnership recommendations Risk assessment and sustainability considerations Recommended phased implementation strategy Step-by-step ministry launch roadmap Recommended timeline from current state to operational launch Priority action items for LWBCO leadership and board Proposal Requirements Interested consultants should submit: Resume or Curriculum Vitae Cover Letter Relevant experience summary Proposed project approach Estimated timeline Fee structure/project cost Three professional references Examples of similar work (if available) Submission Deadline Submit proposals by email in PDF format by July 1, 2026 at 11:59 p.m. EST. Selection Process Qualified applicants may be invited to participate in interviews and facility walkthroughs. The purpose of this engagement is to provide recommendations, readiness assessments, and strategic guidance. Completion of this study does not obligate LWBCO to launch any specific program or ministry model. LWBCO reserves the right to accept or reject any proposal. Fixed Project Fee to be determined based on experience.
