New College Institute is the location of GENEDGE Headquarters.• The Program Manager is responsible for planning, executing, monitoring, and closing assigned projects in support of GENEDGE's mission to strengthen Virginia's manufacturing ecosystem. This role emphasizes strong stakeholder engagement, communication management, and accountability for cost, schedule, and scope across complex, multi-party initiatives. Projects may include engagements supported by federal, state, and local funding sources, and often involve coordination among manufacturers, government agencies, prime contractors, universities, and other ecosystem partners. The Program Manager is expected to take full ownership of assigned projects, operate within GENEDGE's established management structure, and proactively manage risks, expectations, and performance. The position is expected to be based out of the Newport News or Richmond office with a hybrid schedule, and requires periodic in-person engagement with clients, partners, and internal teams. The Program Manager reports to the Director of Programs. Responsibilities Own end-to-end project execution from initiation through closeout Develop and maintain project plans that manage scope, schedule, cost, risks, and deliverables Serve as the primary point of contact for internal and external project stakeholders Manage stakeholder expectations through clear, timely, and professional communication Coordinate project activities across GENEDGE technical staff, partners, subcontractors, and clients Track project performance against approved budgets and schedules and escalate issues as needed Support projects with multiple funding sources, including federal, state, and local programs Facilitate project meetings, status reviews, and decision forums Maintain accurate project documentation and reporting in GENEDGE systems (e.g., Salesforce, project dashboards) Identify risks early and develop mitigation strategies in coordination with leadership Support contract, scope, and change management processes Ensure projects align with GENEDGE policies, funding requirements, and reporting expectations Contribute to continuous improvement of GENEDGE project management practices and tools Other Responsibilities Contribute proposal writing, insights, and risk assessments to program development opportunities as needed and when capacity allows Accurate accounting of project time and deliverables to support billing and reporting Timely submission of travel and expense documentation Participation in staff training and professional development activities Support other GENEDGE initiatives and Business Development activities as needed to advance organizational mission and client impact
Minimum Qualifications Education and Qualifications Required:
Bachelor's degree in Engineering, Business, or a related field or equivalent combination of education, training, and/or work experience Strong foundational project management skills with emphasis on communication and stakeholder management Demonstrated ability to manage multiple priorities in a fast-paced, collaborative environment Experience managing projects within defined cost, schedule, and scope constraints Highly effective written and verbal communication skills Demonstrated track record of managing state and/or federally funded projects Strong organizational, analytical, and problem-solving abilities Comfortable working with cross-functional teams and external partners Proficient with modern business tools including cloud-based collaboration platforms and project tracking systems Willingness to work a hybrid schedule and travel locally or regionally as needed
Additional Considerations Preferred:
Project Management Professional (PMP) or other recognized project management certification Familiarity with Earned Value Management (EVM) Experience supporting manufacturing, industrial, or technical projects Experience managing complex projects with multiple stakeholders Familiarity with projects supported by combined federal, state, and local funding sources Special Instructions You will be provided a confirmation of receipt when your application and/or résumé is submitted successfully.
