Key ResponsibilitiesProgram Operations & DeliveryManage full program lifecycle: intake eligibility audit installation quality control reportingOversee production to meet required targets (e.g., 431 units and quarterly benchmarks)Ensure timely scheduling of audits, installations, and inspectionsMaintain a stable production pipeline and implement corrective actions when performance falls below targetsCompliance & ReportingEnsure compliance with NC DEQ WAP, IIJA, DOE, and related regulationsOversee CARDS data entry accuracy, documentation completeness, and reporting requirementsReview and submit monthly billing packages, ensuring all required documentation is complete and audit-readyMaintain client file integrity and secure data handling practicesTeam & Contractor ManagementSupervise program staff including intake, outreach, reporting, and QC rolesManage subcontractors (auditors, QC inspectors, installers) including performance, documentation, and complianceMaintain primary and backup contractor capacity to prevent production delaysQuality Control & Continuous ImprovementOversee independent quality control inspections and ensure corrective actions are implementedMonitor key metrics such as cycle time, deferrals, and production ratesImplement process improvements to increase throughput and reduce bottlenecksDeferral Reduction & Workflow OptimizationLead early deferral-risk screening and referral pathways for non-weatherization-ready homesMaintain dashboards tracking deferrals, production, and county-level performanceAdjust outreach and operations strategies to improve conversion and efficiencyStakeholder & Community EngagementCoordinate with community partners, agencies, and referral organizations to drive intake volumeSupport equitable service delivery across all counties, prioritizing underserved populationsServe as primary liaison with NC DEQ and other stakeholdersRisk Management & Performance RecoveryMonitor program performance and trigger corrective action plans when neededDiagnose operational bottlenecks (capacity, documentation, deferrals, etc.)Communicate recovery plans and updates to leadership and NC DEQRequired QualificationsBachelors degree in public administration, business, energy, construction management, or related field (or equivalent experience)5+ years of program or project management experience, preferably in housing, energy efficiency, or government programsExperience managing federally or state-funded programs with compliance requirementsStrong knowledge of operational workflows, reporting, and performance managementPreferred QualificationsExperience with Weatherization Assistance Program (WAP) or energy efficiency programsFamiliarity with CARDS or similar data/reporting systemsExperience managing subcontractors and multi-county operationsKnowledge of DOE weatherization standards, NEAT/MHEA tools, or QC processesKey CompetenciesProgram and operations managementCompliance and documentation disciplineData-driven decision makingStakeholder engagement and partnership developmentProblem-solving and performance recoveryTeam leadership and cross-functional coordinationPerformance MetricsUnits completed vs. target (e.g., quarterly and annual goals)Time to complete weatherization projectsReduction in deferrals and cycle timeAccuracy and timeliness of reporting and billing submissionsQuality control pass rates and compliance metricsWorking ConditionsHybrid role with travel across Region 2 countiesField visits to project sites and community outreach eventsCoordination with contractors and community partnersLimitations and DisclaimerThe above position description is meant to describe the general nature and level of work being performed.
