Applies an advanced knowledge of the technical aspects of the work directed, and an advanced knowledge of budget, personnel, and other administrive policies and procedures, and an advanced understanding of the objectives of the organizion. Maintains, analyzes, and reports informion relied on by managers to efficiently manage the organizion. Defines, plans and organizes assigned resources necessary to accomplish the goals and objectives of the Technical Operions organizion. Has authority to make commitments for subordine organizional units, within guidelines. Manages budget and either realloces resources among organizional units/projects/programs or requests additional resources, as needed. May perform critical aspects of the budget planning process, including projecting short-term and long-term future needs and justifying resource requirements. Resolves all but unique problems without the intervention of higher-level management. Regularly called upon to identify problem areas and to develop and recommend new policies and procedures for resolution. Incumbent responsible for trend analysis; operional metrics tool development, Core NAS Policy Training, WEB CM Coordinion, and scheduling for workshops. Supports the implemention of Concept of Operions (CONOPS) evolution within the District. Maintains contacts both internal and external to the district, including senior management, union representives, service center, personnel, ATO Service Units, and FAA lines of business. May represent the FAA on interagency committees and nional groups th develop, monitor and evalue district programs and operions. The work is typically governed by established policies, procedures, and organizional objectives th frequently leave room for discretion. Individual and organizional performance is typically reviewed periodically by higher level management, usually through stus reports and organizional performance measures. Incumbent has discretion to ensure the alignment of projects/programs with the tactical (short-term) objectives of the major subdivision. Work activities typically impact directly on project/program objectives for more than one organizional unit and for the major subdivision.
