Job Description

Program Manager, Resource Navigation Hybrid - Houston, TX | Mission-Driven Nonprofit Connective is seeking a Program Manager, Resource Navigation , to support and scale Blue-sky resource connection and navigation efforts. You will lead the design, implementation, and growth of integrated public-benefits, social-service, and resource-navigation systems that improve access to services and strengthen community resilience. This role sits at the intersection of nonprofit programs, government services, and philanthropic investment, driving tech-enabled, community-centered solutions that help individuals and families navigate complex systems in both everyday life and post-disaster contexts. Competitive Pay:
Annual salary range is $75,000-$90,000, depending on experience. Annual bonuses are offered based on your contributions and performance.

To thrive, you should have: Bachelor's degree in Public Administration, Social Work, Human-Centered Design, Data Analytics, Urban Planning, or related field (or equivalent professional experience); advanced degree preferred 4+ years of experience in program management, project management, product operations, or service design, including delivery of technology-enabled programs (e.g., CRM, case management, or referral systems) Technical proficiency in data analysis and reporting tools, including Microsoft Excel (PivotTables, VLOOKUP/XLOOKUP), CRM platforms, and translating business/program needs into technical requirements Experience working with nonprofit, government, or social impact organizations, with exposure to social services systems such as public benefits, housing, healthcare, education, or economic mobility; bilingual or multilingual ability is a plus for community engagement and partner collaboration What we're looking for: Equity-centered leader committed to advancing inclusion, amplifying historically marginalized voices, and addressing systemic barriers through program and operational design Human-centered, user-focused problem solver who applies design thinking to improve complex systems and enhance the end-user experience Product-minded translator who turns program needs into clear technical requirements and collaborates effectively with technical and implementation teams Systems thinker who connects strategy to execution, balancing big-picture priorities with operational details to drive aligned outcomes Data-informed and collaborative leader who uses insights to guide decisions, builds trust across stakeholders, and thrives in adaptive, fast-moving environments Responsibilities as the Program Manager, Resource Navigation, will include Lead end-to-end program design and delivery of co-created, tech-enabled social service initiatives, including project planning, scope definition, timelines, budgets, and risk management to ensure successful implementation and impact Manage and optimize day-to-day operations of human-centered service delivery systems, including client screening, navigation, referrals, and CRM/data platforms to improve access, efficiency, and service outcomes Drive user-centered design and service experience improvements by ensuring digital tools and workflows are intuitive, accessible, and effective for both clients and frontline service providers Coordinate cross-functional execution by managing stakeholders, facilitating vendor partnerships, training partner organizations, and leading collaborative change management and co-design processes Leverage data analytics, program evaluation, and community insights to identify opportunities, test solutions, measure outcomes, and strengthen social impact across partner networks and ecosystems About Connective Connective is a Houston-based civic technology, design, and collective action nonprofit working to make social services more connected, empathetic, and accessible.
