Position Description:
Reporting to the Administrative Director of the Courts, the State Director of the Alternative Dispute Resolution System oversees thirteen (13) regional Early Settlement Program offices serving all seventy-seven (77) Oklahoma Counties. The Early Settlement programs are grant programs that provide FREE mediation services to the courts and communities across Oklahoma. Mediators are community volunteers who attend a required training and complete steps to become a certified volunteer. Oklahoma has been recognized as having one of the top community-based, court-connected mediation programs in the nation. Administers services as outlined in the Dispute Resolution Act (Title 12) of the State of Oklahoma statutes.
FLSA Exemption:
Exempt Responsibilities and Essential Functions will include (but not be limited to) the following: Works with the Administrative Director of the Courts to identify members to serve on the Dispute Resolution Advisory Board as outlined in the Dispute Resolution Act (Title 12) and present them to the Chief Justice for approval. Members are approved for one (1) year term. Oversight of the Early Settlement Mediation program offices located across Oklahoma, including developing a center agreement, which includes grant funding, between the program sponsor and the Administrative Office of the Courts, secure office space, serve on the hiring committee of the sponsor institution for the local program director, and provide guidance on overall office operations. Develops an annual budget for the Alternative Dispute Resolution System. Maintains a financial spreadsheet of all expenditures and income received from the Dispute Resolution Fund. Approves all expenditures including program reimbursements, travel reimbursements, or other expenditure of funds. Act as a point of contact for state agencies, who elect to have a mediation program. Uses the Dispute Resolution Act as a guide to set policy guidelines for the Early Settlement Program offices. Acts as an advisor/liaison between the Early Settlement programs, the Administrative Director of the Courts, and the Supreme Court of Oklahoma. Works closely with the district courts across the state communicating with them about the program services offered through the regional Early Settlement Mediation programs. Maintains a volunteer mediator database to include names and contact information for community volunteers who have been trained through the Alternative Dispute Resolution System. This would include training dates, certification dates and any other information related to being an Early Settlement program volunteer mediator. Oversees training guidelines for all services provided by the Early Settlement Mediation programs. Responsible for maintaining case reporting data from the Early Settlement programs statewide. Visits the Early Settlement Mediation program offices and conducts site evaluations. Makes occasional visits to the Early Settlement Mediation program offices to conduct site evaluations and other jobs as outlined by the Administrative Director of the Courts. Travel is approximately 20% each year. Establishes expectations and provides employee performance feedback on an on-going and annual basis. Assists subordinates in establishing goals. Evaluates subordinates' goal achievement through conferences or informal meetings. Makes decisions regarding subordinate's employment probationary/trial period. Establishes the strategic direction, goals, and priorities for the department. Responsible for developing and implementing procedures for managing and maintaining all department functions. Responsible for recruitment, selection, and termination of all department employees. Assigns duties and responsibilities to department staff; develops and establishes procedures for operating and maintaining required administrative systems. Build and lead management teams within the department. Conducts research to remain knowledgeable of industry standards, trends, and emerging technologies to support new initiatives, opportunities, and best practices. Participates in the overall operations and management of department projects and programs. Provides for orientation and on-going training, mentoring, and coaching to subordinates. Makes provisions for subordinates to attend ongoing training. Performs other related duties as assigned.
Knowledge, Skill, and Ability Requirements:
Ability to perform each essential duty. Must have good oral and written communication skills. Must be able to prioritize work assignments efficiently and effectively. Must be a self-starter who requires minimal supervision. Experience in public speaking and working with volunteers.
Education and Experience Requirements:
Bachelor's degree and/or equivalent work experience, required. Ability to self-manage and identify areas of need and complete day-to-day activities, required. Demonstrated ability to work in a team environment, required. Excellent and proven experience working in Microsoft Office 365, required. Demonstrated ability to multi-task, prioritize, make solid judgment, and problem-solve, required. Possess a valid Driver's License, required. Required to attend basic and advanced mediator training programs from the Administrative Office of the Courts and become certified to retain the position. Advanced Degree, preferred. Experience in managing multiple programs, preferred. Previous experience in conflict resolution, preferred.
Travel:
All Administrative Office of the Courts (AOC) positions have the potential to and expectation of requiring employees to travel for normal duties in support of the Judiciary, including and not limited to state Judicial events and national industry conferences.
Work Environment:
This job operates in a professional office environment. This role routinely uses standard office equipment such as laptop computers, photocopiers, and smartphones. All AOC positions are designated as "In-Person" at one of the authorized work locations. AOC offices are officially open for business from 8:00 AM to 5:00 PM, Monday through Friday.
Physical Demands:
While performing the duties of this job, the employee is regularly required to talk, hear, comprehend, observe, and evaluate. Specific vision abilities required by this job include close vision and ability to adjust focus. This position requires the ability to lift files, open filing cabinets, operate standard office and computer equipment, and bend or stand on a step stool as necessary. Responsibilities and skills listed above are essential to the position. Inability to perform these responsibilities with or without an accommodation may result in disqualification from the position.
