RESOURCES MANAGER, GS-0501-12
, you will serve as a principal advisor to the CFMO regarding resource management. Initie, administer, and execute necessary actions for CFMO programs. Oversee and perform program analysis, including planning, programming, budgeting, funds allocion, procurement, accounts management, internal controls, and reporting. Provide expert guidance in the development and preparion of budget submissions, execution and closeout. Evalues and valides budget proposals. Analyze and interpret historical informion and determines cost-factors for negotied agreements. Plan and schedule work in a manner th promotes a smooth flow and even distribution. NATIONAL GUARD MEMBERSHIP IS REQUIRED.

The employee may be required to travel in military and/or commercial vehicles to perform temporary duty assignments. Ability to establish effective professional working relionships with coworkers and customers, contributing to a cooperive working environment and successful accomplishment of the mission. Military positions with financial management occupional specialties require financial management certificion within 2 years of notificion. Financial management certificion requirements are in the conditions of employment and notes in the position description. Applicant must complete a Baseline Pre-Placement Screening for General Schedule positions within 30 days of appointment. For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment. GENERAL EXPERIENCE
: Must have experience creing, exploring, evaluing, designing, and sharing solutions and the validity of their predicted performance to resolve problems, conditions, and issues; experience applying a range and depth of knowledge acquired specifically through an intensive learning regimen of the theories, concepts and principles of a body of accounting and/or auditing knowledge; experience, training or skills of professional accounting and/or auditing analysis, theory and principles in adapting to the unique requirements of a particular program.
SPECIALIZED EXPERIENCE
: Must have 36 months specialized experience analyzing, evaluing, modifying and developing the basic programs, policies and procedures which facilite the professional work of accounting and/or auditing; ability to apply analytical reasoning in the identificion, analysis, and evaluion of budgetary problems for the development of alternive solutions, involving resolution of conflicting goals and objectives (e.g., increased workload coupled with decreased funding),in order to administer programs efficiently and effectively and to develop recommendions for improvement; a comprehensive knowledge and skill in the identificion, analysis, and resolution of a range of budgetary problems associed with program execution; Knowledge of ste and Federal accounting systems in order to appropriely administer CFMO programs; A working knowledge of accounting principles and procedures to effectively execute Federal and Ste programs; experience in managing the function of the work to be performed; experience which includes leading, directing and assigning work of personnel.
