Under the general direction of the Texas HIV Medication Program (THMP) Manager, the THMP trainer works independently and collaboratively to plan, develop, design, coordinate, implement, conduct, and evaluate training programs, workshops, and special projects on HIV medication access enrollment procedures. This includes enrollments into the AIDS Drug Assistance Program (ADAP), State Pharmacy Assistance Program (SPAP), Texas Insurance Assistance Program (TIAP), and Affordable Care Act (ACA) Marketplace plans or off-marketplace plans forTIAP-PLUS
using diverse software systems such as TakeChargeTexas, IAmOnline, Ramsell Corporation Database, Genesys, and other technology needed to achieve these goals. Develops, revises, and provides training and educational materials and support to eligibility enrollment workers with a focus on providing access through the THMP. Conducts needs assessments and creates curricula, reports, memoranda, correspondence, teaching aids and other written documents. Plans, promotes, implements and delivers customized training when needs assessment determines training is necessary. Coordinates with DSHS clinical and program consultants to ensure regional needs are covered in training for the THMP. Participates in special projects and may represent the agency on committees and special projects. Serves as the training liaison for planning groups and administrative agencies to coordinate THMP training needs assessments and assist eligibility enrollment workers in obtaining desired training and technical assistance (TA) through referral and/or customized curriculum or TA development. Works under general direction with extensive latitude for the use of initiative and independent judgment. Essential Job Functions (EJFs): Plans, designs, coordinates, implements, delivers and evaluates training programs and technical assistance for DSHS employees, eligibility enrollment workers, contractors, and public and private health care professionals. Develops curricula based on adult learning theory. Develops, revises and provides training and educational materials and technical assistance to programs within theTHMP:
ADAP, SPAP, TIAP, andTIAP-PLUS.
Researches pre-existing trainings and vets them for continuing education. (30%) Provides, promotes, and facilitates workshops, trainings, and meetings as needed to ensure DSHS contractors, employees, eligibility enrollment workers, and other stakeholders are equipped with the knowledge, skills, and tools needed to successfully enroll and support clients in programs within the THMP. Travel as needed to assigned regions to provide on-site local support and trainings. (25%) Acts as training liaison with administrative agencies to coordinate training needs assessments and assist eligibility enrollment workers in obtaining desired training and technical assistance through referral and/or customized curriculum in order to meet the needs of staff and clients. Conducts needs assessments and delivers customized courses in response to needs identified by supervisors, regional staff, local health department staff, area planning bodies, and/or other DSHS programs including courses addressing the needs of special client populations, eligibility enrollment workers, clinicians, case managers, outreach workers, and other stakeholders. (15%) Monitor and maintain live and online courses available to staff and contractors. Provides follow-up technical assistance and quality assurance support to contractors through direct observation, coaching, and constructive feedback. Use effective modern training methods and techniques to solve training issues and learning barriers. (15%) Compiles, prepares, and assists in the development of correspondence, memorandums, grant applications, budgets and related reports, policies and procedures. If needed, participates on committees and special projects as directed. (10%) Performs related work duties as assigned. (5%) Knowledge, Skills and Abilities (KSAs):Knowledge of:
- HIV/STD/HCV, including signs and symptoms, diagnostic techniques, treatment, epidemiology
- Clinical case management and methods to deliver medical and psychosocial services to persons with HIV

Registrations, Licensure Requirements or Certifications:
Have Certified Application Counselor's certification or willing to learn and obtain this certification within three months of hiredInitial Screening Criteria:
Minimum four years of experience in adult education and training work. Graduation from an accredited four-year college or university with major coursework in human resources, organizational development, education, social work, behavioral science, health care, or public health preferred.
