Job Description

Performs advanced (senior-level) coordinating work by providing oversight of designated county program/department. Responsible for the supervision of a programs activities, staff training, and coordinating other duties as requested by upper management. Makes decisions on employee selections and management, team decisions, client complaints and program policies interpretation. Plans, directs, and strategically leads department programs and/or services, ensuring alignment with organizational goals and long-term objectives. Develops, implements, and evaluates complex initiatives, utilizing data-driven decision-making to measure effectiveness and drive continuous improvement. Establishes and approves policies and procedures, ensuring compliance with applicable laws, regulations, and organizational standards. Analyzes program performance and operational trends, developing and executing strategic action plans to enhance departmental effectiveness and efficiency. Directs and integrates research efforts related to program development, ensuring findings support innovation and best practices. Provides executive oversight of surveys, inspections, and compliance reviews, ensuring adherence to regulatory requirements and identifying areas of risk or improvement. Leads high-level operational analysis, reviewing reports, recommendations, and justifications to guide decision-making and resource allocation. Evaluates performance metrics across programs and implements systemic improvements to optimize outcomes. Serves as a senior advisor, providing expert consultative services and technical guidance to leadership, staff, and external stakeholders. Represents the department as a primary liaison with community organizations, governmental entities, and professional groups to foster partnerships and advance program initiatives. Supervises, mentors, and evaluates staff, including assigning work, setting priorities, and ensuring professional development. May oversee multiple programs, projects, or functional areas within the department. Performs all other related duties as assigned. Graduation from an accredited four (4) year college or university. Two (2) years of related experience may be substituted for one (1) year of education. Three (3) years of experience in related field.
Certificates, Licenses and Registration:
Position may require certifications and/or licenses depending on department assigned. Must have a current valid Texas motor vehicle operator's license. Must be able to be insured by the County's insurance carrier. Knowledge of local, state, and federal laws related to the program area; of public administration and management techniques; of statistical analysis processes; and of program planning and implementation. Ability to gather, assemble, correlate, and analyze facts; to devise solutions to problems; to prepare reports; to develop and evaluate policies and procedures; to communicate effectively and to supervise the work of others. Good verbal and written communication and presentation skills. Bilingual (Spanish and English) with the ability to converse fluently in both languages.
