Program Manager Harkcon, Inc. United States, Virginia, Fredericksburg 104 West Cambridge Street (Show on map) Jun 18, 2026 Team Harkcon is building a qualified candidate pipeline for anticipated Infrastructure Security Exercise Support Services work within Cybersecurity & Infrastructure Security Agency (CISA). The team will support planning, development, conduct, evaluation, and continuous improvement of Homeland Security Exercise and Evaluation Program aligned infrastructure security exercises involving federal, state, local, tribal, territorial, private sector, and critical infrastructure stakeholders. Candidates should bring strong communication skills, disciplined documentation habits, and the ability to support multiple concurrent exercise or program workstreams. Positions are contingent upon contract award.
Security and Suitability:
Active Secret clearance preferred. Ability to obtain and maintain DHS suitability required. Some positions may require higher clearance levels based on task order needs.
Location:
National Capital Region preferred, with hybrid and remote options possible depending on role and Government direction. •This position is contingent upon award of a contract to Harkcon•Responsibilities Harkcon is seeking a Program Manager to lead contract performance for anticipated CISA Infrastructure Security Exercise Support Services. The Program Manager will serve as the primary interface with the Government and will be responsible for cost, schedule, staffing, quality, risk management, subcontractor coordination, and delivery across a high-volume exercise support portfolio. Lead overall program execution, including staffing, schedule, cost, quality, risk, and deliverable performance. Serve as the primary point of contact for the Contracting Officer's Representative and CISA leadership. Manage subcontractor performance and coordinate integrated Harkcon and GFT delivery. Lead transition planning, onboarding, staffing ramp up, and recurring program reviews. Oversee monthly status reporting, financial tracking, issue logs, risk registers, and performance metrics. Ensure all deliverables are submitted on time and meet Government quality expectations. Maintain visibility across exercise planning, conduct, evaluation, after action reporting, corrective action tracking, and knowledge management. Qualifications Ten or more years of federal program management experience. Experience managing multi role contractor teams supporting DHS, emergency management, national security, training, exercise, continuity, or mission support programs. Demonstrated experience with staffing, subcontractor management, quality control, risk management, and customer communications. Strong writing, briefing, and executive communication skills. Project Management Professional certification preferred. Active Secret clearance preferred. Additional Details This is a full-time, on-site position at CISA facilities in Northern Virginia, with hybrid and remote options possible depending on role and Government direction. The Program Manager should expect periodic travel to CISA training sites.
