Job Description
This position is open to current Employment Security Department Employees Only. This position is mainly virtual, however the incumbent needs to have the flexibility to come into the office at least quarterly. The ideal candidate for the Investigations Supervisor (ES Benefits Specialist 4) role is a mission-driven leader who thrives in a collaborative, accountability-focused environment. They bring a strong commitment to integrity and public service, aligning naturally with ESD's core values while supporting staff in delivering accurate, equitable, and timely investigative outcomes. With a deep understanding of employer compliance, job protections, and Worker Adjustment and Retraining Notification (WARN) requirements, this individual ensures that investigative programs operate with consistency, fairness, and a clear connection to the agency's goal of improving economic security. This candidate excels at building and managing structured investigative processes. They are skilled in developing performance plans, implementing training programs, and adapting workflows in response to legislative or policy changes. Their attention to detail is matched by their ability to review complex investigative reports, provide technical guidance, and make sound determinations based on evidence. They are comfortable overseeing multiple program areas including Unlawful Acts Complaints, WARN notifications, and call center relocations, while maintaining accurate logs, ensuring statutory compliance, and communicating significant findings to leadership. As a supervisor, the ideal candidate is an approachable, steady presence who invests in the growth and success of their team. They coach, mentor, and train investigators to uphold consistent standards and navigate complex regulations with confidence. They collaborate effectively with internal and external partners, including the Attorney General's Office, policy teams, and stakeholders, ensuring that procedures remain current and aligned with evolving requirements. With strong communication skills and a customer-service mindset, they help resolve escalated issues, interpret regulatory guidance for employers and individuals, and foster a professional, productive work environment where staff feel supported and empowered. Develop plans, implement, monitor, and oversees investigative programs and related activities.
This includes:
Develop and implement a performance plan that establishes clear deadlines, measurable milestones, and accountability measures to ensure all assigned work is completed accurately and on schedule. Adjusting and implementing plans as legislative and the agency changes are received Develop additional training plans. Oversee the administration of those plans. Including any new law or guidance that impacts the Paid Family and Medical Leave (PFML) program, Unlawful acts complaints or WARN & Call Center Relocations Maintain and update WARN & Call Center Relocation notification logs by recording all notices received Provide leadership and serve as the front-line supervisor for investigative staff.This includes:
Provide coaching, mentoring, and technical guidance to investigative staff to support professional development and program consistency Train new and current investigators on program procedures, laws, policies, and investigative practices Conduct investigations of Unlawful Acts Complaints when needed, including requesting information, contacting involved parties, issuing notifications, and preparing investigative reports Collaborate with stakeholders, serve as a liaison, and assess the impacts of law and policies on investigations.This includes:
Communicate and collaborate with program customers and stakeholders to coordinate referrals to appropriate units, including redetermination, audits, or fraud Support investigators, the Attorney General's Office (ATG), and partners in appeals related to Unlawful Acts Complaints (UAC) Update investigative procedures to reflect policy or legislative changes To request a detailed position description, click here . 7 years of equivalent education/experience as noted below OR 1 year as an ES Benefits Specialist 3 OR 1 year of experience equivalent to the ES Benefits Specialist 3 with another state that administers insurance benefits programs OR Associate's Degree in a health or social science, public administration or a related field AND 5 years of the required experience below OR Bachelor's Degree in a health or social science, public administration or a related field AND 3 years of the required experience below OR Master's Degree in a health or social science, public administration or a related field AND 2 years of the required experience below AND One year of supervisory experience Required equity competencies: The ability to take action to learn and grow The ability to take action to meet the needs of others The required experience includes:Staff Guidance & Monitoring:
