Job Description

THIS ROLE IS CONSIDERED A FIRST RESPONDER AND MUST PHYSICALLY REPORT TO WORKSITE. THIS IS AN IN-OFFICE POSITION.
King County's Office of Emergency Management is looking for an Emergency Management Program Professional to join our team. The position is responsible for working on Operational Planning efforts and projects and programs involving inter-agency, inter-jurisdictional, and multi-disciplinary coordination in King County. Be a key player in the planning and development for present and future services. Roles involve daily interaction with senior-level management, elected officials, and multiple intergovernmental partners. Requires a self-starter who is interpersonally and politically savvy, can work on multiple projects, and is a great problem solver.
CURRENT POSITIONS
  • Successful candidates will be placed in the Emergency Management Program Specialist of Coordinator classification.
The Operational Planner will work closely with the Risk Reduction and Operations Section of KCOEM, specifically the Technical Operations Program Manager and the Operations Senior Manager, in support of the Emergency Operations Center (EOC) preparedness and operations, and the writing or updating of operational plans (playbooks, Job Aids, and procedures). The planner will convene planning team(s) meetings, facilitate the development or update of plans, policies, and procedures related to emergency operations, and staff the EOC when activated. OF JOB DUTIES
  • The successful Emergency Management Program Coordinator candidate, at a minimum, will demonstrate skill and ability to: Facilitate the development and administration of multiple emergency management programs focused on operations, which may include complex components of grant and contract management, hazard and threat identification, risk assessment, emergency planning, capability development, training and exercises, and event planning.
Participate in Emergency Operations Center (EOC) operational readiness activities including writing procedures and coordinating maintenance of equipment, training, and exercises. Act as emergency management "Duty Officer" to respond to Office of Emergency Management responsibilities during regular and non-business hours. Work with EMP Managers in the development and delivery of disaster management training programs, courses, and preparedness presentations to diverse audiences; schedule location and training; and coordinate training materials and other training needs as required. Coordinate with city, County, state, federal, and other partners on emergency operations plans and procedures. Develop, plan, and facilitate multiple workshops for stakeholders and legislative/executive mandated committees. Analyze and assist with developing recommendations for process improvement, reducing waste, and promoting value-added activities during day-to-day operations, and during EOC activations. Promote, support, and facilitate regional coordination, communication, and collaboration, to unify and/or connect region-wide emergency management practices. Staff the EOC during activations.

Assist with developing recommendations for process improvement, reducing waste, and promoting value-added activities during day-to-day operations, and during EOC activations. Support regional coordination, communication, and collaboration, to unify and/or connect region-wide emergency management practices. Staff the EOC during activations.
WE ARE LOOKING FOR A CANDIDATE WHO
  • Emergency Management Program Coordinator candidate: Have a background and knowledge of either Emergency Management and Emergency Operations Center operations and structures, or a knowledge of hazard mitigation planning, wildfire risk, community planning for defensible space, or wildfire risk reduction programs.
Have a background and knowledge of current emergency management principles and practices and local, state or federal wildfire protection programs; OR any combination of education and experience that clearly demonstrates the skill and ability to perform the job duties; Are knowledgeable of current principles and practices in grant management and project management; Are able to conduct and analyze capabilities and gap analyses, and prepare reports. Has a track record of developing and maintaining working relationships with a variety of constituents and individuals from diverse backgrounds. Is flexible and can adapt as required, while working in a multi-faceted and sometimes ambiguous environment. Is comfortable and proficient with the use of office productivity tools in daily work (The County uses Microsoft Office, and other online collaboration tools).
Emergency Management Program Specialist candidate:
Has a awareness of current emergency management laws, regulations, principles, and practices, and Federal grant programs; OR any combination of education and experience that clearly demonstrates the skill and ability to perform the job duties; Is knowledgeable of current principles and practices in planning, program management, and project management; Is able to research, analyze, and synthesize capabilities and risk, undertake gap analyses, and prepare reports and presentations. Has a track record of developing and maintaining working relationships with a variety of constituents and individuals from diverse backgrounds. Is flexible and can adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
NECESSARY SPECIAL INFORMATION
  • Successful candidates for this position must be able to: Obtain and maintain a valid Washington State Driver License; Pass a thorough background check/investigation; Serve in the Emergency Operations Center (EOC) in an operational capacity or at other locations as may be assigned during exercises, emergencies, or disasters; Be willing to work extended hours, nights and weekends with minimal notice and carrying a cell phone and radio 24 hours a day, seven days a week; Serve as a First Responder during any emergency.
